The following is the status of each process: <br />• Site plan/PDO: Hartford has completed site assembly, and staff /SEH have been <br />reviewing concept plans. Once predevelopment work is complete, The Hartford <br />Group expects to submit for preliminary plat and PDO approval in November or <br />December, with final plat approval in March. <br />• EAW: SEH is preparing the document, with the draft expected in October. A <br />major component of the EAW is a traffic study. Staff and consultants are working <br />with Anoka County and MnDOT to ensure they are on board with the <br />recommended public improvements within the site and on Lake Drive. Comments <br />and review by outside agencies are expected to be complete in December, with a <br />final declaration by the city in January. <br />• TIF: The Economic Development Authority will be considering authorizing the <br />establishment of a Redevelopment Tax Increment Financing District on the Tagg <br />property on September 22, with the city council calling for a public hearing to be <br />held in December. In November, the Planning & Zoning board will review the <br />document for compliance with the Comprehensive Plan. Adoption of the TIF plan <br />for the district is expected in December. <br />• Public Improvements: The public improvements will be city initiated and are <br />expected to coincide with the development schedule. The feasibility study will be <br />ordered this fall. <br />METROPOLITAN COUNCIL GRANTS <br />The city has received two Livable Communities Demonstration Grants from the <br />Metropolitan Council for development of Woods Edge: <br />1. In 1997 the city received $220,000 for planning and market studies for the <br />project. Calthorpe Associates was hired to complete the Master Plan and Design <br />Guidelines, which was completed in 2000. <br />2. In 2000, the city received $450,000 to be used to provide housing in the project. <br />That funding is expected to be used towards developer land and/or infrastructure <br />costs. <br />3. The city has applied for approximately $1.3 million in 2003 for amenities within <br />the project, including public realm and streetscape elements. <br />YMCA <br />The YMCA and the city entered into a collaborative agreement for the construction of a <br />Y on the city -owned land that cannot be developed for private use. The city's goal was to <br />provide a community center for Lino Lakes residents without the public expenditure of a <br />city -owned facility. The intent is also to incorporate the Y as a major anchor in the <br />physical setting of the new downtown. The city will participate in the project with the <br />donation of land, infrastructure and $1.5 million towards construction. <br />• <br />
