•
Circle -Lex VFW
page 4
The existing VFW building has a well and onsite septic system. Both are in locations
that will be completely or partially covered by the new building. If the existing building
is to continue operating during construction of the new building, there must be a way to
supply water and dispose of wastewater. If this cannot be done, the existing building
must close during construction.
The survey does not indicate the location of any existing wells or onsite septic system for
the house that exists on the northern portion of the site. These must be located and
properly abandoned.
As a condition of plan approval, utility related modifications and comments as set forth in
the City Engineer's memo should to be incorporated into the final plans.
Stormwater management: The plan proposes ponding along the northern border of the
site as well as within the Lake Drive right of way. Ponding in the right of way is not
acceptable. An added complication is that the city water and sanitary sewer pipes run
under the proposed pond. These issues must be resolved before the project moves
forward. The areas needed for ponding affect what's available for parking, which may
limit the building size. These are fundamental aspects of the site design.
There are other elements of the drainage design that require additional information, such
as a "concrete spillway" noted at the Lois Lane driveway.
Drainage and utility easements must be created over all ponds. The applicant will be
required to enter into a ponding maintenance agreement with the city. As a condition of
plan approval, the grading and drainage related modifications and comments as set forth
in the City Engineer's memo should be incorporated into the plans.
Access, Circulation, Parking:
Right Of Way Lake Drive is CSAH 23, a principal arterial roadway. Ultimately,
Anoka County will need 60 feet of right of way on each side of the centerline for Lake
Drive, for a total width of 120 feet.
There is a discrepancy over the current width of the Lake Drive right of way. The half -
section shows the right of way as 100' along the entire frontage of the site. The
submitted survey, however, shows a jog in the property /right of way line: the total ROW
is 100 feet along the northern part of the property, but only 90' along the southern part.
The Anoka County Highway Dept. states, in a letter responding to concept plan
discussions, that "an additional 10 feet" of ROW is needed. The VFW is proposing to
dedicate additional ROW along the southern portion of the site, to create an even line, 50'
from the centerline (total 100' width). If Anoka County needs to take an additional 10' in
the future, the proposed new curb and drive lane on the VFW site will still be 5' from the
property line/ROW. The site could still function.
The building is proposed to be 40+ feet from the proposed new ROW line. If additional
ROW is taken, it would be 30 feet from the line. While this is closer than we would
allow now, it will not require removal of the parking or building.
