• <br />Circle -Lex VFW <br />page 5 <br />The stormwater pond proposed by the applicant is in the ROW regardless of where a new <br />line is drawn, as discussed above. This is not acceptable. In addition, the discrepancies <br />regarding the existing and proposed right of way lines must be resolved. <br />Access, Circulation Current access to the site is not well defined. Neither Lake Drive <br />nor Lois Lane have curbs. Access occurs along the property line, not necessarily by <br />defined driveways. <br />In the future, Anoka County is planning to construct a median as part of Lake Drive <br />improvements. This will restrict access to many properties, as it will eliminate left turns <br />in and out of many driveways. <br />The improved site will be accessed from two driveways, one each on Lake Drive and <br />Lois Lane. The parking lots and driveways will be asphalt and must have curbs. The <br />Lake Drive driveway will align with 79`h St. A full access through a future Lake Drive <br />median may have better probability if the driveway aligns with a public road (79th St.), <br />though this is not assured. <br />The Lois Lane driveway is as far back from the Lake Drive intersection as possible while <br />still providing the minimum 10' setback from the side property line. <br />The plan proposes two distinct parking areas. The smaller area on the south side is <br />intended to accommodate the bar and restaurant. The northern area will serve the <br />assembly hall. <br />In the northern area, the drive lane that parallels Lake Drive has the potential to connect <br />with a parking area on property to the north when it develops. This serves as a de facto <br />frontage road. With the likelihood of a median in Lake Drive, access for both sites will <br />be better if they can use one another's driveway. It increases the number of Lake Drive <br />driveways available for each site from one to two, while only building one on each site. <br />Because Lake Drive is an arterial, it will be a good idea to require a stop sign for vehicles <br />existing the parking lot onto Lake Drive. <br />Parking For bars and restaurants, our code requires 10 spaces per 1000 sf, plus one <br />space per employee on the maximum shift. This applies to the southern portion of the <br />new building. The bar area is approx. 1580 sf. The stage and dance floor take up about <br />2240 sf, for a total of 1340 sf. <br />The larger assembly hall no the north side is a different situation. There is no specific <br />standard for this. The ordinance states that a use is not specifically listed, parking should <br />be determined on an individual basis. Factors to be considered include building size, type <br />of use, number of employees, and expected volume and turnover of traffic. The most <br />comparable standard listed in the ordinance is for "church, theater, auditorium." These <br />require one parking space for each 300 seats. The VFW hall has a maximum of 300 <br />seats. <br />
