Will not result in the destruction, loss, or damage of a natural, scenic or historic <br />feature of major importance. <br />• No such features exist on the site. <br />Specific Conditions: Private lodges and clubs are allowed as conditional uses in the GB <br />zone provided that: <br />a. Adequate screening from abutting and adjoining residential uses and landscaping is <br />provided. <br />b. Adequate off - street parking and access is provided and that such parking is <br />adequately screened and landscaped from adjoining and residential uses. <br />c. Adequate off - street loading and service entrances are provided and regulated where <br />applicable by Section 3, Subd. 6. of this Ordinance. <br />• The review has discussed these issues, and they are addressed in the plans and <br />conditions of approval. <br />ENVIRONMENTAL BOARD ACTION <br />The Environmental Board reviewed the project on October 29, 2003. The Board's <br />recommendations are attached. They focus on parking and lighting. The parking needs <br />are probably higher than suggested by the applicant, and the parking lot likely will need <br />to be reconfigured. This report explains above that the lighting plan does not meet city <br />standards. <br />RECOMMENDATION <br />As discussed in this report, there are a number of issues that should be addressed prior to <br />approval. Several of these issues are so important, that the rest of the plan depends on <br />them. For example, the ponding must not be in the right of way and the ponding and <br />parking areas are major site design issues. Further reduction of parking may necessitate <br />reduction in the size and capacity of the building. The right of way issue also needs <br />clarification. The fundamental layout of the site must be determined acceptable before the <br />P & Z can recommend approval. <br />Because of this, staff recommends tabling the project. This will allow the applicant to <br />redesign the ponds and parking as well as reexamine the other issues. The list below <br />includes the issues that need to be addressed before P & Z approval (the first five) as well <br />as conditions that should be attached to the eventual approval (6 — 20).. <br />1. Ponds shall not be in the road rights of way. <br />2. The right of way discrepancy must be resolved. <br />3. Parking needs must be met. <br />
