N.W., ANDOVER, MINNESOTA 55304 <br />(763) 862 -4200 FAX (763) 862 -4201 <br />RE: Site Plan <br />Circle -Lex VFW Post 6583 <br />Dear Jeff, <br />We have reviewed the site plan for the Circle -Lex VFW Post 6583, located in NE quadrant of CSAH 23 <br />• (Lake Dr.) and Lois Lane within the City of Lino Lakes, and I offer the following comments: <br />An additional 10 feet of right -of -way adjacent to CSAH 23 will be required for future reconstruction <br />purposes. When CSAH 23 is reconstructed at some time in the future (please note that there are no <br />current plans or available funds for this reconstruction), it is likely that additional easements in the <br />form of temporary, construction, drainage, trail or utility easements will be required, which may or <br />may not have an effect on City setbacks for this property. <br />• <br />As an interim measure, access for this site is acceptable as shown, with a single access onto CSAH 23 <br />directly opposite 79th Street. Please note that whenever this section of CSAH 23 is reconstructed in the <br />future, it will become a multilane divided highway with raised median channelization. While it is not <br />possible to determine exact future full access locations, it should be noted that access for this site may <br />become right turn in /right turn out with future roadway reconstruction. For any future scenario, access <br />management along CSAH 23 will be a key factor in providing safety and mobility for all road users. <br />Consequently, the City of Lino Lakes should work with all property owners along CSAH 23 to <br />develop some type of frontage, backage, or combination frontage /backage road system by which <br />access for each property can be made onto. We would be happy to meet with City Staff to discuss <br />development of an access management plan for CSAH 23 as a part of this or any other development. <br />It appears there are deficiencies for the sight corners at the CSAH 23 access location. The City and /or <br />the Developer shall ensure that all applicable Intersection Sight Distance requirements are met to the <br />fullest extent possible for this development. Please note that no planting or business signs will be <br />permitted within the county right -of -way. Care must be exercised when locating <br />signs /plantings /berms /etc. outside of the county right -of -way, so as not to create sight obstructions for <br />vehicles entering or exiting this site. The right of access along CSAH 23 shall be dedicated to Anoka <br />County, with an exception for the access location. <br />Affirmative Action / Equal Opportunity Employer <br />
