•
•
It is not clear if the proposed addition to this development will have a significant impact on traffic
volumes and /or turning movements on CSAH 23 at 79th Street. As noted above, Anoka County has no
plans or allocated funding at this time to reconstruct or provide safety improvements on this section of
CSAH 23. If the City of Lino Lakes is concerned about safety or operational issues on CSAH 23 in
conjunction with this development, turn lane construction on CSAH 23 shall be completed as a part of
the development. If roadway improvements will be required for this development, we recommend that
they consist of NB and SB CSAH 23 left and right turn lane construction. Design details, pavement
sections and turn lane configurations shall be reviewed and approved by this department as a part of
the permit process.
Calculations must be provided along with a grading and erosion control plan that delineates the
drainage areas for this site. The post - development rate /volume of runoff must not exceed the pre -
developed rate /volume of runoff for the 10 -year, 24 -hour storm, utilizing the "SCS Method" of design.
A permit for t County _iV -of wa; is required and must be Mine the
,or work within the ._ o .., _hr _s d :r: ,._ obtained prior to t:.e
commencement of any construction. License Permit Bonding, methods of construction, design details,
turn lane construction, work zone traffic control, restoration requirements and follow -up inspections
are typical elements of the permitting process. Please contact Roger Butler, Traffic Engineering
Coordinator, or Josie Scott, Permit Technician, for further information regarding the permit process.
Thank you for the opportunity to comment. Feel free to call me if you have any questions.
Jane Pemble
Traffic Engineering Manager
xc: 2003 /CSAH 23 /PLATS
Mike Kelly, Chief Right Of Way Agent
Larry Hoium, County Surveyor
Roger Butler, Traffic Engineering Coordinator
Josie Scott, Permit Technician
Tom Hornsby, Traffic Services - Signs
