s Marshan Townhomes 2nd Addn. <br />page 5 <br />III The submitted information does not include building heights. It is unlikely that they <br />exceed 36 feet, however. <br />Streets, Access: Access to all buildings would be via private drives off of Aqua <br />Circle. The drives are 24 ft. wide, back of curb to back of curb, with a driving surface <br />width of approximately 22 ft. The Miller's Crossroads project uses these same <br />dimensions for the townhome access drives. The existing Marshan townhomes have <br />wider access drives: 28' with 26' drive surface width. <br />The northernmost access drive would be shared with the existing townhomes on the north <br />side of the site. That drive already exists: it was constructed centered on the property <br />line. A shared driveway agreement is necessary to address this. <br />Utilities, Stormwater Management: The City Engineer's memo is attached. <br />Under PUD requirements, separate public utility services shall be provided to each unit <br />unless exempted by the City Engineer. Where more than one (1) property is served from <br />the same service line, a shut off valve must be located in such a way that each unit's <br />service may be shut off and secured by the City, in addition to the normally supplied shut <br />off at the street. The method of connecting the existing Marshan Townhome units to <br />water has proven problematic and should be improved upon for any new units. <br />• Landscaping: The proposed landscaping is adequate. However, several species <br />should be changed according to the Environmental Specialist's recommendations. <br />• <br />ENVIRONMENTAL BOARD <br />The Environmental Board reviewed the application on December 3rd. We will supply <br />that board's recommendations when they are written up. <br />OPTIONS <br />1. Approve the amendment to the comprehensive plan to change the land use category <br />from Medium Density to High Density. <br />2. Approve the conditional use permit/planned unit development/preliminary plat. <br />3. Deny the amendment to the comprehensive plan to change the land use category from <br />Medium Density to High Density. <br />4. Deny the conditional use permit/planned unit development /preliminary plat. <br />5. Continue the public hearing and return to staff with direction. <br />
