Eagle Brook Church Review Page 3 December 4, 2003 <br />City of Lino Lakes, Minnesota <br />General Comments - Issues Addressed in EAW <br />Traffic and Roadways <br />A traffic study was conducted by SRF Consulting Group dated September 13, 2002, and reviewed by TKDA <br />in a memo dated September 16, 2002. A response to traffic concerns is presented in more detail in the City's <br />formal response to the EAW comments, dated May 13, 2003. In general, the greatest traffic generation <br />would be on Sundays, with much smaller amounts during the week. Projected traffic to be generated by <br />future residential and/or other development in this area will also contribute much higher amounts of traffic, <br />particularly during week days. <br />Roadway and infrastructure improvements will be needed in this area with or without the proposed church. <br />This not only includes lands immediately adjacent to the church site, but nearby areas of Centerville, Hugo, <br />and Columbus Township. The three cities of Lino Lakes, Hugo, and Centerville have collectively discussed <br />such issues. <br />Nevertheless, the Church will be required to address more immediate traffic issues. Based on the data <br />provided, the Church will need to provide mitigative traffic control measures on Sunday mornings at the <br />intersections of Main Street with 20th Avenue North (County Road 21) and the freeway ramps, and at the <br />VIP church entrance on 20th Avenue North. <br />• <br />The intersection of Main Street with the I -35E ramps is of particular concem. According to the traffic study, <br />peak traffic to and from the Church site (on Sunday mornings) will require additional traffic measures by the <br />church, even with proposed improvements to Main Street. It is recommended that the City work with Anoka <br />County and the Minnesota Department of Transportation as expeditiously as possible to secure funding and <br />schedule improvements, regardless of church construction or not <br />The church has engaged in discussions with Anoka County to establish appropriate access points on County <br />Road 21 and necessary improvements (widening and turn lanes). As a result, a central driveway location and <br />modifications to 20th Avenue North are shown on the site plan. Dedication of additional right of way will <br />also be required by the County. A total dedication of 60 -feet from the centerline of the right of way is <br />typically required by Anoka County, and additional dedication must be shown on the Preliminary Plat as <br />required by the County. <br />Stormwater Management <br />A CAPROC (Conditional Approval Pending Receipt of Changes) has been received from the Rice Creek <br />Watershed District (RCWD). The CAPROC lists several outstanding items (primarily administrative) that <br />must be addressed or received prior to the approval of a formal permit. Rice Creek Watershed District <br />Permit Application Number 03 -073 may be referred to for further details regarding the CAPROC conditions. <br />An item of particular note is Anoka County Ditch No. 72 (Main and Branch 1), that runs through the church <br />site and exists as drain tile. This ditch is regulated by RCWD. No current easement of record for the ditch <br />
