• <br />Eagle Brook Church Review Page 2 December 4, 2003 <br />City of Lino Lakes, Minnesota <br />Drainage and utility easements per City requirements are not shown on the plat. Required at a <br />minimum are standard easement dedications of 10 -foot in width around the perimeter of the property <br />and 5 -feet on each side of property lines. Drainage and utility easements must also be provided <br />around all wetland areas and proposed drainage detention facilities. It is also recommended that a <br />utility easement be provided to encompass the proposed sanitary sewer conveyance and treatment <br />system. <br />The November 3 memorandum provided comments regarding the proposed wastewater treatment <br />system. The previous memo stated that the proposed system is a "performance" system and that <br />further specific documentation would be required as a result. However, upon further review, the <br />proposed system is not a performance system as defined by Minnesota Rules and the Anoka County <br />Community Health and Environmental Services Department, and we concur. Anoka County has also <br />provided a review of the proposed system on behalf of the City. <br />TKDA and the Anoka County Public Health Specialist have reviewed the proposed system, including <br />the Design Report and Specifications, and have provided review comments to the City. The system <br />proposed is acceptable and has been proven successfully in similar applications in Minnesota. In <br />addition, the system as proposed exceeds design requirements. However, the following additional <br />comments are noted as follows: <br />1. The sewer line from the building line to the septic tanks should be insulated to assure that <br />freezing of the line will not occur. <br />2. An appropriate barrier must be constructed around the treatment area and drainfields for <br />protection from off -road vehicles and snowmobiles. <br />In addition, Final Plans and Specifications for the treatment system must be signed by a Registered <br />Professional Engineer. <br />Previous Comments and Adjustments to Previous Comments <br />An Environmental Assessment Worksheet (EAW) was prepared and received extensive review by the <br />general public, the City of Lino Lakes, and other governing agencies. It should be noted that under the <br />thresholds established under State of Minnesota rules, an EAW was not required for this project. However, <br />the EAW provided the opportunity to more thoroughly provide comment and address specific issues in more <br />detail. As a result of the EAW, many issues and resulting comments have already been addressed by the <br />City and other agencies through the review process. <br />It should be noted that site, grading, and utility plans submitted to date are considered adequate for <br />preliminary review at this time, but are incomplete for actual construction purposes. Comments regarding <br />construction related items required on the plans are mentioned further in this memorandum. It is expected <br />that construction plans will ultimately be submitted as part of the approval process. <br />
