This was required by the Watershed in lieu of the suggestion to daylight the <br />underground "ditch" and make it an actual surface ditch. The new underground tile will <br />daylight in a location similar to the existing tile, and discharge into the wetland. The <br />capacity of the tile will not be changed. The ditch must not be impeded so as to cause <br />flooding. On the other hand, increasing the ditch's capacity could drain wetlands in the <br />area. Therefore, design of any work that affects the ditch must maintain ditch capacity. <br />As noted in the TKDA memo, we did not receive sufficient hydraulic calculations to <br />provide for a complete review. In addition, additional information is needed to ensure <br />proper road drainage as well as flow from properties to the south. <br />The applicant will be required to enter into a ponding maintenance agreement with the <br />city. Drainage and utility easements must be created over all ponds and wetlands. <br />Easements must be placed over the relocated draintile for Co. Ditch 72 and deeded to the <br />Rice Creek Watershed District. <br />As a condition of plan approval, the grading and drainage related modifications and <br />comments as set forth in the City Engineer's memo should to be incorporated into the <br />plans. <br />Floodplain: The city has a floodplain management ordinance. The 100 -year flood <br />elevation, which defines the floodplain, is 887. The western portion of the site is within <br />the floodplain. Lowest floor elevations of structures must be at least one foot above this <br />elevation. The church building pad is not within the floodplain and is at an elevation of <br />896. <br />Access, Circulation, Parking <br />Right Of Way: The site fronts on 20th Ave., CSAH 21, a minor arterial roadway. <br />Ultimately, Anoka County will need a total width of 120' of right of way, or 60' on each <br />side of the centerline. Currently, it is 33'. The Church is proposing to dedicate an <br />additional 30' to accommodate turn lanes for the new access driveways. <br />Access, Circulation: The proposal includes two new driveways onto 20th Ave. <br />Southbound right and northbound left turn lanes would be constructed for vehicles <br />entering the north driveway. This would be the entry point during church events. The <br />southern driveway would be the exit during events. This would be managed by traffic <br />control personnel at the driveways. During non -event times, both driveways could be <br />used for entry and exit. <br />As noted in the TKDA memo, the submitted plans do not provide clear information <br />regarding the road improvements. This is necessary for a complete review. <br />The design of access on any development project should consider not only the specific <br />site, but potential future development on adjacent properties. The EAW review raised the <br />question of creating road easements to provide public roads to accommodate future <br />
