• <br />Eagle Brook Church <br />page 12 <br />c. The potential increased intensity and size of use does not cause an increase in <br />traffic volumes beyond the capacity of the surrounding streets. <br />• The additional 14' of building height does not increase traffic volume. <br />d. Public utilities and services are adequate. <br />• The church will construct its own water and sanitary sewer facilities. <br />e. For each additional story over the district limitation or for each additional ten (10) <br />feet above the maximum allowed per district, front and side yard setback <br />requirements shall be increased by ten (10) percent. <br />• As noted in the zoning standards table above, the setbacks are well beyond <br />minimum requirements. <br />f. The construction does not limit solar access to abutting and /or neighboring <br />properties. A shadow study shall be required illustrating shadow encroachment <br />on adjoining properties. <br />• We have not yet received the shadow study. This is pending. <br />g. The provisions of Section 2, Subd. 2. of this Ordinance are considered and <br />satisfactorily met. <br />• This refers to the general CUP criteria discussed above. <br />ENVIRONMENTAL BOARD ACTION <br />The Environmental Board reviewed the project on October 29, 2003. Their comments <br />are attached . This report addresses the parking issue, stormwater, conservation <br />easement, utility connections, screening, and prairie management, and lighting. <br />Phosphorous is being reviewed by the City Engineer. <br />RECOMMENDATION <br />Staff is recommending tabling this application to the December meeting. <br />There are numerous unresolved issues that include fundamental site design elements. <br />These include the existing house on the site, clarifications of drainage design issues, <br />clarification of roadway design issues, and traffic management policies. The list below <br />includes the issues that definitely need to be addressed before P & Z approval (the first <br />four), as well as conditions that should be attached to the eventual approval. <br />1. The future of the existing house and other buildings must be resolved. <br />2. Information needed for review of the stormwater management design must be <br />provided, as discussed in the City Engineer's memo. <br />
