• <br />Eagle Brook Church <br />page 13 <br />3. Information needed for review of the roadway improvements must be provided, as <br />discussed in the City Engineer's memo. <br />4. Traffic criteria and policy must be considered as it applies to the application and other <br />development in the eastern part of the city. <br />5. The separate parcels shall be combined into one tax parcel. The applicant must <br />submit documentation that a lot combination has been filed with Anoka County prior <br />to issuance of a building permit. <br />6. Additional right of way shall be dedicated to Anoka County for 20th Ave. (CSAH 21), <br />as indicated on the plans. A deed for this right of way shall be filed prior to building <br />permit issuance. <br />7. All necessary permits shall be obtained by the applicant from Anoka County for work <br />in the 20th Ave. (CSAH 21) right of way. <br />8. Signage is governed by the City's sign ordinance and permits are required for all <br />signs. <br />9. Additional screening shall be added on a revised landscaping plan. <br />10. Drainage and utility easements must be created over all ponds and wetlands. These <br />must include land 25' from the delineated wetland edge, as proposed on the plans.. <br />11. Easements must be placed over the relocated draintile for Co. Ditch 72 and deeded to <br />the Rice Creek Watershed District. <br />12. Issues listed in the November 5th me mo by the City Engineer must be resolved to his <br />satisfaction. <br />13. Any existing wells or onsite septic system for the house that exists on the site must be <br />located and properly abandoned. <br />14. Stop signs shall be installed for vehicles exiting both driveways. The signs shall not <br />be in the right of way. <br />15. The church shall enter into a site performance agreement prior to issuance of a <br />building permit. <br />16. The church shall enter into a maintenance agreement for the stormwater facilities. <br />17. A management plan for the prairie areas should be prepared. <br />18. Traffic control personnel shall be employed during peak periods at the I -35E <br />interchange, at the 20th Ave. and Main St. intersection, and at the access driveways to <br />the site. <br />19. During church services and large events, the northern driveway shall be entry only <br />and the south driveway shall be exit only. Traffic control personnel shall be present <br />at the driveways to assure this. <br />20. Parking lot lighting shall be turned off no later than two hours after services or other <br />events at night. <br />21.
