The <br />Comprehensive Plan guides this area for rural, or low density housing It is the belief <br />of the Environmental Board that the church does not meet the intent of the zoning <br />for this area. Should the application move forward for approval, than the following <br />issues should be addressed: <br />• The parking should be reduced to the City minimum. <br />• A management plan (monitoring and Maintenance) should be developed for <br />Stormwater ponds. <br />• Address soil compaction - prevention procedures during construction. <br />• The church should have an actual legal commitment to the proposed conservation <br />easement (should be written now, before receiving approvals). The Conservation <br />Easement should include the area described as a conservation area. <br />• Require sewer hook up within two years of availability. <br />• Work with City staff on native plantings. <br />• Work with City staff on providing appropriate screening for neighbors, including <br />neighbors on the Northeast parking lot. <br />• Investigate additional methods of reducing phosphorous to the lake such as a program <br />to sweep parking lots and roads regularly, and/or spreading water through the <br />woodland area with leveling bars, or additional rain gardens.
