•
•
Memo
To: Michael Grochalla
CC: Jeff Smyser
From: Marty Asleson
Date: November 4, 2003
Re: Recommendations of the October 29, 2003 Environmental Board
Environmental Board Meeting Date: October 29, 2003
Topic: Eagle Brook Church
Recommendations: Recommendation to deny Eagle Brook Church application.
The recommendation to deny is based on the Comprehensive Plan. The
Comprehensive Plan guides this area for rural, or low density housing It is the belief
of the Environmental Board that the church does not meet the intent of the zoning
for this area. The Conservation
Easement should include the area described as a conservation area.
• Require sewer hook up within two years of availability.
• Work with City staff on native plantings.
• Work with City staff on providing appropriate screening for neighbors, including
neighbors on the Northeast parking lot.
• Investigate additional methods of reducing phosphorous to the lake such as a program
to sweep parking lots and roads regularly, and/or spreading water through the
woodland area with leveling bars, or additional rain gardens.
