Demonstrate the phosphorous export <br />can equal or exceed policy 2.3 of the Surface Water Management Plan. <br />• Develop a monitoring plan for the herons during the nesting season with a stop action <br />component if the herons are disturbed. This plan should should also addressee noise <br />over the life of the church. <br />• Addressee the use of salt and snow storage areas. <br />• Require a management plan for prairie areas. <br />• Lighting should be turned off after hours (after the need for outside lighting). <br />Motion: By Donlin, Second by Grundhoffer to recommend denial of the Eagle <br />Brook Church Application based on intent of the Comprehensive Plan for this area. <br />Topic: Circle -Lex VFW Post 6583, 7868 Lake Drive, Site Plan Review <br />Recommendations: The Environmental Board made the following recommendations of <br />the VFW proposal at their October 29, 2003 meeting: <br />• Parking should be reduced to the city minimum, or the VFW should use pervious <br />paving. <br />• Soil- compaction protection measures should be used during construction. <br />• Staff should confirm that the lighting plan conforms to city ordinance. <br />• Use City seed specifications for native plant areas. <br />• Remove existing lighted sign. <br />• Plant Northern pin oaks instead of Summit ash <br />• Agree to clean exhaust vents in a non - polluting manner. <br />• Develop a maintenance plan for native plant areas and frequent parking lot sweeping. <br />Motion: Motion by Donlin, 2nd by Grundhoffer to recommend approval with the <br />Environmental Board recommendations.
