In addition, dedicated wetland <br />buffers are shown on the Preliminary Plat. <br />5. Further construction details for the bioretention basins have been provided as required and included <br />in the plans. Groundwater levels have also been addressed to verify that the infiltration basins will <br />function as intended. <br />6. A permit in accordance with the requirements of the NPDES (National Pollution Discharge <br />Elimination System) in accordance with the most recently adopted requirements of the MPCA and <br />the City of Lino Lakes shall be obtained by the church, and shall be administered as required. <br />Drainage calculations have been submitted for review. Review comments are as follows: <br />1. Existing condition runoff curve number information was not given. However, the narrative <br />mentions existing row crops. A curve number of 61, pasture, good condition should therefore be <br />used for the row crops. <br />2. The following information is missing and should be provided: <br />Existing and proposed drainage area maps. <br />• Existing and proposed hydrology information, including curve number computations <br />and time of concentration computations. <br />• 10 -year storm summary information. <br />• High water levels for all pond, wetlands, and ditches on the grading plan. <br />Low floor elevation of the Church building on the grading plan (the finished floor <br />elevation is provided). <br />Wastewater Treatment <br />1. In accordance with the City's Comprehensive Plan, the church is located in an area designated as <br />rural, and the extension of sanitary sewer into this area is not anticipated in the immediate future. An <br />on -site treatment system has therefore been proposed. Existing septic systems must be removed <br />and/or abandoned in accordance with local and state requirements. <br />2. An on -site wastewater treatment system is proposed, based on the Onsite Wastewater Treatment <br />System Final Design Report and Specifications for Eagle Brook Church, dated October 8, 2003, by <br />Eco Systems Engineering, Inc. The system and Design Report have been reviewed by TKDA and the <br />Anoka County Public Health Specialist. The system is acceptable and has been proven successfully <br />in similar applications in Minnesota. The system as proposed exceeds design requirements. <br />
