The sewer line from the building line to the septic tanks should be insulated to assure that freezing of <br />the line will not occur. <br />4. An appropriate barrier must be constructed around the treatment area and drainfields for protection <br />from off-road vehicles and snowmobiles. <br />5. It is highly recommended that the installation, performance, and reliability of the treatment system be <br />guaranteed or strongly assured in some written fashion. It is therefore recommended that either <br />Final Plans and Specifications for the treatment system be signed by a Registered Professional <br />Engineer, or that the manufacturer and installer provide a warranty that covers the unit and <br />performance for a reasonable period of time after installation (at least 5 years). <br />Water Supply <br />In accordance with the City's Comprehensive Plan, the church is located in an area designated as rural, and <br />the extension of water into this area is not anticipated in the immediate future. An on -site new well is <br />therefore proposed, and shall be subject to the review and approval of the Minnesota Department of Natural <br />Resources (DNR), the Minnesota Department of Health, and City of Lino Lakes as required. <br />*Additional Comments <br />Previous review comments stated that the plans generally were considered adequate for preliminary review <br />and comment, but incomplete for construction purposes. The set of plans received for this submittal have <br />been revised significantly to include the required information. Remaining comments are as follows: <br />Site Plan <br />Additional construction details have been provided for improvements (widening) of County Road 21. <br />As previously stated, the plan improvements to County Road 21 will be subject to the review and <br />approval of Anoka County. <br />2. The church building's main floor (finished floor elevation) has now been provided (896.0). Adjacent <br />lake, wetland, and proposed detention basin flood elevations, and groundwater elevations are all <br />critical to the established building elevation. The finished floor elevation is well above the <br />established flood elevation of the lake and detention areas. However, it is unknown if levels below <br />the finished floor elevation are proposed, and how groundwater levels may or may not affect any <br />lower levels. Per City of Lino lakes requirements, the lowest building opening must be a minimum <br />of 1-foot higher than detention basin emergency overflow elevations. Basement floor elevations must <br />be at least 4 -feet above the normal water elevation and 2 -feet above the design flood level. <br />Grading Plan <br />• The Grading Plan has been revised to address concerns previously expressed. All gradin g shall be confined <br />to the property. No additional runoff from the site shall enter upon neighboring properties. If grading <br />
