Since <br />that time, additional documents have been received as follows: <br />1. Existing Conditions and Preliminary Plat by E.G. Rud and Sons, Inc., dated January 16, 2004, and <br />received by the City of Lino Lakes January 17, 2004. <br />2. Preliminary Grading, Drainage, Erosion Control, and Utility Plan by Plowe Engineering, Inc., dated <br />• January 16, 2004, and received by the City of Lino Lakes January 17, 2004. <br />The property is located along the south side of Baldwin Lake adjacent to White Pine Road, about 900 feet <br />west of Laurere Avenue. The proposed plat and development essentially splits an existing 14.2 acre parcel <br />of property into three parcels, Lot 1 (3.6 acres), Lot 2 (8.4 acres), and Lot 3 (2.3 acres). The previous <br />submittal provided for splitting the parcel into two lots of approximately 2.2 acres and 11.8 acres. The total <br />area of the property is slightly larger (0.3) from the previous submittal, as an existing house along White <br />Pine Road has been added to the property. It is proposed that existing single family homes will remain on <br />Lots 2 and 3 while a new single family home will be constructed on Lot 1. <br />The following review comments are provided: <br />1. The proposed subdivision will require the review and approval of the Rice Creek Watershed District <br />(RCWD). Rules indicate that any subdivision of property over 5 acres in size requires a permit from <br />RCWD. <br />2. A First Floor Elevation (]~'FE) of 890.0 for the new home is proposed. A low floor lowest opening <br />elevation of 989.6 is provided on the Plan, and appears to be in error (should be 889.6 ?) and must be <br />revised accordingly. The 100 -year High Water Elevation of Baldwin Lake is identified as 885.30 <br />according to the survey provided. The City's minimum building elevation floor elevation (including <br />basement), must be the greatest of the following: 2 feet above the Design Flood Elevation, 4 feet <br />above the water table, or 1 foot higher than the emergency overflow elevation. The elevations <br />provided, therefore, would meet requirements based on Baldwin Lake flood elevations. However, the <br />groundwater elevation is not known, and the lowest floor elevation would need to be 4 feet above the <br />water table as required.
