Memo <br />Environmental <br />To: Michael Grochala <br />From: Marty Asleson <br />Date: January 30, 2004 <br />Re: Recommendations of the January 28, 2004 Environmental Board Meeting <br />The Environmental Board met on January 28th, 2004 and made the following <br />recommendations: <br />Marshan Estates <br />Land Cover <br />The developer needs to submit a detailed tree inventory and follow the subdivision <br />ordinance for Tree preservation plans. In addition, the developer should <br />remove /prune any remaining trees to conform to National Fire Wise Standards <br />(Attachment 1). Pre - existing conditions should include Lino Lakes MLCCS. <br />Soils <br />There should be no importing or exporting of soils without City approval. The <br />developer should include a plan for soil compaction prevention. <br />Surface Water <br />Would like RCWD input on impact mitigation. The Environmental Board would like to <br />see a minimum buffer to include at least the designated drainage easement area, <br />and should include a distance of 50 feet from the ditch. The City native seed <br />specification should be used to replant in this buffer area. Signage should be used in <br />this easement area. The signage should say "no cutting, or removal of vegetation, <br />no fill or debris." Developer should submit the required NPDES control measures <br />and best management practices to be used with particular emphasis on the ditch. <br />Ensure the developer is complying with the City Shoreland Management Overlay <br />Ordinance in not exceeding 30% impervious. Downspouts from roofs should be <br />directed to pervious yard areas. <br />• Page 1 <br />
