Marshan Estates Page 3 February 4, 2004 <br />City of Lino Lakes, Minnesota <br />• An 8 -inch diameter sewer is adequate in size for the proposed improvements and area served. <br />However, upsizing of the pipe to further flatten grades and gain additional depth can be done. <br />However, ejectors would still be necessary for the properties as mentioned above. <br />5. A sewer stub for eventually extending the sewer further south beyond Marshan Lane may not be <br />necessary for the following reasons: <br />• In accordance with the City's Comprehensive Sewer Plan, it is not anticipated that a significant <br />amount of additional area would require collection from this extension. In addition, the current <br />Marshan Lake Industrial Park (Panattonni), located just to the south of Marshan Lane, has <br />extended sewer to the east side of Lake Drive for future collection of those properties. <br />• An extension of sanitary sewer further south would require crossing County Ditch No. 10, which <br />is immediately south of Marshan Lane. According to the survey provided, the bottom of the ditch <br />is 5 feet below the sewer invert at Town Center Parkway. If sewer were to be extended to the <br />south of County Ditch 10, a small lift station would be needed, according to the survey <br />information provided. <br />• 6. The alignment and location of the water and sewer along Lake Drive has not yet been firmly <br />determined, pending completion of the utility design and review by Anoka County. However, it <br />appears additional right -of -way and/or utility easements will be necessary to construct the utilities, <br />and will be required by the County. The existing right -of -way currently extends 40 feet from the <br />center of Lake Drive. It is recommended at this time that at least 30 feet be provided. Per the plans <br />provided, 20 feet of additional right -of -way is provided along with the 10 foot standard drainage and <br />utility easement. This may be adequate. However, the actual required amount of dedication will be <br />subject to the review of Anoka County, including their review of the Preliminary Plat and proposed <br />Utility Plans. A permit from the County will also be required for any work within the County right- <br />of -way. <br />7. The sanitary sewer and services must be placed a minimum distance from existing wells per <br />Minnesota Department of Health requirements. <br />Grading Plan <br />1. The proposed site development results in grading (disturbing of property) of over 1.0 acre. The <br />development shall therefore be subject to the requirements of NPDES (National Pollution Discharge <br />Elimination System) as most recently adopted by the Minnesota Pollution Control Agency (MPCA) <br />and the City of Lino Lakes. A Stormwater Pollution Prevention Plan (SWPPP) will also be required. <br />Because the site is less than 2.5 acres, a review and approval of the Rice Creek Watershed District <br />(RCWD) will not be required. <br />
