The Preliminary Plat does show drainage and utility easements around the platted properties per City <br />of Lino Lakes standards. This includes 5 -foot easements along all side property lines and 10 foot <br />easements across the front and rear of all properties. A drainage easement is also provided adjacent <br />to County Ditch 10 on the south boundary of the plat. <br />Sanitary Sewer and Water <br />1. Plans for extending sanitary sewer and water to Marshan Lane have been initiated by the City and are <br />therefore not included as part of the plans submitted by the Developer. However, comments are <br />being provided herein to address specific issues related to the Developer's submittal. <br />2. The closest available utilities are 10 -inch diameter water and 12 -inch diameter sanitary sewer mains <br />at Town Center Parkway, a distance of less than 400 feet north of Marshan Lane. It is proposed to <br />connect directly to the existing facilities by extending mains southwesterly along the east side of <br />Lake Drive to Marshan Lane, and further extending mains easterly to the end of Marshan Lane. <br />3. For the watermain, it is proposed to extend 12 -inch diameter pipe along Lake Drive in accordance <br />with the City's Comprehensive Plan. The 12 -inch main would then terminate at Marshan Lane, a <br />12 -inch stub to the south to be provided for a future connection, and 8 -inch main then extended <br />easterly to the end of Marshan Lane. Individual services would then be provided for the individual <br />parcels along Marshan Lane (for both existing and proposed single family units). <br />4. For the sanitary sewer, it is proposed to extend PVC sewer pipe to Marshan Lane in a similar fashion. <br />The size of the sewer main has not yet been firmly determined, and can be further explained as <br />follows: <br />• The depth of the sanitary sewer at Town Center Parkway is approximately 19 feet deep. <br />However, the ground elevation drops as much as 11 feet from Town Center Parkway to the end of <br />Marshan Lane, thus raising concerns regarding the depth/cover and invert elevation of the main <br />by the time it reaches the termination point (a total distance of approximately 1100 feet). For the <br />majority of properties on Marshan Lane (including the three proposed new units on the south side <br />of Marshan Lane), gravity flow from the homes to the sewer does not appear to be a concern. <br />However, the three existing units along the south and east sides of Marshan Court are situated at <br />lower elevations, and the lowest floors of these three properties cannot be served sanitary sewer <br />by gravity. Preliminary design of the sanitary sewer places the invert of the sewer at an elevation <br />of 890.5 (plus or minus) at its termination at Marshan Court and the end of Marshan Lane. The <br />low floor elevations of the three properties are as follows: <br />580 Marshan Lane - 888.97 <br />590 Marshan Lane - 888.78 <br />600 Marshan Lane - 889.01 <br />Therefore, an ejector or lift would be required to service the lowest floors of these three <br />properties. <br />
