Rezoning to Planned Unit <br />Development; Development Stage Plan Review; <br />Legacy at Woods Edge <br />ACTION REQUIRED: Simple Majority <br />BACKGROUND <br />In 1998 the City of Lino Lakes, following award of a Metropolitan Council Livable <br />Communities Planning Grant, retained the services of the Calthorpe Associates to design a <br />Master Plan for the City's Town Center District. The purpose of the Lino Lakes "Town Center" <br />development is to provide for the orderly and integrated development of a high- quality Town <br />Center which includes a mix of shops, offices, entertainment, housing, recreation, community <br />facilities, and open space. The mix of uses is designed to implement the principles of the <br />Livable Communities Act and the City's Comprehensive Plan by creating a Town Center for the <br />community and providing more diverse, life -cycle housing — including affordable and rental <br />housing— within an active and interesting pedestrian- oriented community. The development is a <br />cooperative effort that will leverage public and private investment to create sustainable value, <br />ecologically, economically and culturally. <br />The City has concentrated its efforts to implement this plan on the land located adjacent to the <br />Civic Complex, of which, approximately 6.7 acres has been reserved for the Chain of Lakes <br />YMCA. <br />PROJECT LOCATION <br />The 48.84 acre property is located in the southeast quadrant of the Interstate 35/Lake Drive <br />Intersection. It is bounded on the west by Lake Drive, on the north by I -35W, on the east by <br />Rice Creek Regional Park, and on the south by the Civic Complex and the Marshan Lane <br />residential area. The Civic Complex, an additional 10.01 acres, is included in the plat. <br />PROJECT SUMMARY <br />The Hartford Group, Inc., based in Eden Prairie, Minnesota is requesting approvals to allow for <br />the development of the property consistent with the Calthorpe Master Plan and Town Center <br />Design Standards. In total, the Legacy at Woods Edge project is proposed to allow up to 348,000 <br />square feet of office, retail, and service uses. In addition, approximately 450 multi - family <br />residential units are proposed for the development. The residential units provide a variety of <br />
