Subsequently <br />an EAW was prepared. The EAW was reviewed by the City's Environmental Board on <br />November 6, 2003, and approved by the City Council for distribution and comment on <br />November 10, 2003. The required 30 -day public comment period ended on December 24, 2003. <br />The Environmental Board recommended approval of the Record of Decision and a finding of no <br />2 <br />
