• <br />• <br />• <br />Planning & Zoning Board <br />Legacy at Woods Edge <br />December 10, 2003 <br />Streetscaping Plan <br />SEH has prepared a preliminary streetscaping plan in accordance with the Calthorpe Design <br />Standards. Streetscaping is one of the most essential elements to provide a welcoming <br />pedestrian friendly environment. The proposed elements include landscaped medians, boulevard <br />trees, decorative lighting and decorative pavers throughout the development. <br />Also included in the plan is the preliminary design for the community green that will combine <br />both seasonal gardens, a central green space and plaza area. Street furniture and other amenities <br />will be incorporated as the project develops. Further articulation of the design will take place <br />during the preparation of the feasibility study as well as during the preparation of plans and <br />specifications. Proposed features will need to be evaluated based on cost, timing, as well <br />maintainability of the improvements. <br />Traffic /Circulation <br />Access to the proposed development is provided via the Lake Drive/Town Center Parkway <br />intersection. As shown on the Master Site Plan, Town Center Parkway will need to be widened <br />to a four lane section and then taper to a two lane section north of the Civic Complex. A traffic <br />circle is proposed within in the center of the development to promote the efficient flow of traffic <br />at this main intersection. One -way streets are proposed circling the village green. <br />The City's engineering consultant SEH is completing a traffic analysis for the site to evaluate <br />traffic impacts both internally and externally of the site. As part of the study AM and PM Peak <br />Hour trip generation rates were developed for the proposed development as well as the existing <br />facilities (City Hall complex, Fairview Clinic, and Lino Lakes State Bank). Trips to /from each <br />building have been assigned to the street system within the development. This provided a <br />tabulation of traffic volumes at various locations within the development, as well as at the <br />intersection of Town Center Parkway and Lake Drive (CSAH 23). According to this analysis, the <br />Peak Hour traffic volume is 1,155 trips, which occurs from 4:30 -5:30 p.m. <br />Based on the traffic analysis, a concept transportation improvement plan was developed for the <br />Town Center Parkway and Lake Drive intersection. On Town Center Parkway, the plan includes <br />three outbound lanes to separate left turn, through, and right turning traffic and also includes two <br />inbound lanes. Signalization of this intersection would also be necessary to maintain acceptable <br />levels of service. <br />According to the 2020 Traffic Volume Forecast in the Lino Lakes Transportation Plan, traffic <br />volumes on Lake Drive are anticipated to increase to over 17,000 trips per day. Regardless of the <br />proposed development, improvements to Lake Drive are expected in the future. However, to <br />accommodate the full development of the Legacy at Woods Edge Development, several <br />additional improvements to Lake Drive will need to be made in the short term. The concept <br />transportation plan has proposed the construction of two southbound left turn lanes between the <br />intersection of Town Center Parkway and the I -35W bridge.
