Residential parking is proposed to be provided entirely <br />underground throughout the mixed use areas of the development. However there appears to be a <br />10 stall short fall in Block 3. <br />The parking analysis will have to be revisited on a case by case basis with future development on <br />the site to insure the needs of different land uses are satisfied. Adjustments of allowable square <br />footages and/or residential units may be required during individual site and building plan <br />reviews. <br />Architectural Standards <br />Another key component of the project is the establishment of architectural standards. <br />Architectural Standards for the proposed development fall into four Categories: <br />1. Facade Transparency. Facade Transparency guidelines help strengthen the relationship <br />between buildings and the street and increase public safety by placing "eyes" and activity <br />on the street. <br />2. Materials and Methods of Construction. Buildings shall support regional traditions and <br />maintain a level of craft in the process of construction. Wood, masonry, and stone are <br />appropriate building materials. <br />3. Building Scale and Definition. These guidelines are intended to create buildings with a <br />human scale, making the development more pedestrian - friendly and a pleasant place to <br />walk. <br />4. Energy Conservation and Climatic Response. The effects of the Minnesota climate can <br />be mitigated through intelligent building design configuration and landscape treatments. <br />The requirements contained within these categories will be incorporated into the building design <br />throughout the development. <br />Master Grading and Drainage and Erosion Control Plan <br />The City's engineering consultant SEH, Inc., has prepared a preliminary Grading, Drainage and <br />Erosion Control Plan. Runoff from the site currently drains to the south and east and ultimately <br />discharges to Marshan Lake and George Watch Lake. <br />The development proposes to construct a drainage system within all the street improvements and <br />parking areas to convey runoff to proposed ponding areas and infiltration cells (green space or <br />underground storage chambers). Subsurface chamber technology takes advantage of the soil's <br />inherent filtration and renovation capabilities to store and treat storm water runoff while <br />providing the flexibility to plan for additional buildings and green space. To maximize pollutant <br />removal efficiencies, the water quality control structures will be designed and constructed <br />according to NURP, the City of Lino Lakes, and Rice Creek Watershed District standards. <br />Storm water rate control and treatment will occur prior to any storm water being discharged to <br />receiving water bodies. Therefore, water quality in the receiving waterbodies will not be <br />adversely impacted. Treated storm water will either be naturally infiltrated into the groundwater <br />9 <br />
