Water <br />from these wetlands eventually will enter George Watch Lake, Marshan Lake, and the remainder <br />or the Rice Creek Chain of Lakes system. <br />Master Utility Plan <br />The development is proposed to be serviced with public sanitary sewer and water utilities. The <br />sanitary sewer service will be provided by the existing trunk sanitary sewer main that runs within <br />both Town Center Parkway and Village Drive. The sanitary sewer laterals will be extended <br />through the site. <br />Water service will be provided by the existing trunk water main that runs within both Town <br />Center Parkway and Village Drive. The water laterals will be extended through the site. A trunk <br />line will be extended northerly across I -35W to provide a planned improvement to the City's <br />water system. <br />Master Lighting Plan <br />SEH has prepared a preliminary lighting plan for the public streets consistent with the Calthorpe <br />Design Standards. Decorative lighting will be used throughout the development. Private <br />lighting for internal parking areas will be reviewed in conjunction with proposed development. <br />In accordance with the design standards lighting shall not exceed .4 foot candles at the property <br />line and must contain a 90 degree cutoff angle. A lighting plan prepared by a qualified lighting <br />consultant shall be submitted for review and approval by the City. <br />Development, Ownership and Management <br />The Hartford Group will be the Legacy at Woods Edge master developer, and will contract with <br />sub - developers to develop phases of the project. Sub - developers may be affiliated Hartford <br />entities. The rental housing is proposed to be developed and owned by affiliates of the Hartford <br />Group. The townhome and commercial locations are proposed to be developed distinctly by <br />Hartford affiliates or separate sub - developers. The sub - developers for Legacy at Woods Edge <br />have not been finalized at this time. <br />Residences are proposed to be market -rate, with up to a twenty percent affordable component <br />included. The Hartford Group's market studies will determine initial pricing, with flexibility to <br />adjust to market changes. The Hartford may retain ownership, development, and management, <br />or contract for development and management, or sell parcels. <br />The rental/owner occupied housing mix and affordability percentages shall be subject to and <br />incorporated the Development/PUD agreement between Hartford and the City. <br />Market Analysis <br />• The proposed project represents the maximum intensity of development, due to physical and <br />transportation constraints, that can be accommodated on the site.
