Planning & Zoning Board <br />April 14, 2004 <br />Page 8 <br />TimYantos, Chair of Development Task Force, stated the square footage would be 3500 <br />per floor (7,000 for the entire building). He stated they would follow whatever the City <br />Ordinance required with respect to lighting. <br />Mr. Smyser stated he did not believe the City would require any lighting of the parking <br />area. <br />Mr. Yantos stated they were agreeable to adding additional pine trees for screening. <br />Vice Chair Rafferty also expressed concern about the two -car garage. He stated he <br />would prefer to see what the City had outlined with respect to garages. Mr. Tralle stated <br />he disagreed with this; that this was a Conditional Use Permit and he did not think they <br />needed to add an attached garage, especially with the use they were intending it for. He <br />stated his only concern was if this were to change to a single - family duplex, but he <br />believed that was a remote possibility and he believed they needed the living space and <br />not more garage space. <br />Mr. Yantos stated they were willing to do whatever the City wanted. <br />Mr. Pogalz asked about moving the water main stub to and manhole to the center of <br />Oakwood Lane. Mr. Studenski replied that was feasible. <br />Ms. Mielke asked how many attractive homes were 7,000 square feet. She expressed <br />concern about the size of the building. She stated this did not fit in the area and would <br />not blend in with the neighborhood. <br />Mr. Tralle made a MOTION to close the public hearing at 9:00 p.m. and was supported <br />by Mr. Hyden. Motion carried 5 -0. <br />Mr. Tralle stated he was opposed to adding additional landscaping. He stated he believed <br />there was sufficient landscaping in that area. <br />Mr. Pogalz stated he was also opposed to this because he believed the new landscaping <br />would not survive under the existing canopy. <br />Mr. Tralle made a MOTION to recommend amending the Comprehensive Plan to change <br />the site from Public Semi - Public to Low Density Sewered Residential, recommend <br />approval of the rezoning of the southern portion from R -1X to Planned Unit <br />Development (PUD) for mixed uses: the existing church and group residence, <br />recommend the PUD development stage plan/preliminary plat subject to the conditions <br />noted in staff s April 14, 2004 report with the 15 conditions as noted in staffs April 14, <br />2004 report and adding the following condition: <br />16. To move the sanitary sewer manhole 4 north to the centerline of Oakwood Lane, and <br />also to move the water main to the center of Oakwood Lane with an adjacent stub and <br />gate valve to the west. <br />DRAFT MINUTES <br />• <br />• <br />• <br />
