However, <br />any side grading into the Anoka County right of way would require a permit. Because the property is <br />adjacent to the County Roadway, the Preliminary and Final plats will require the review of the County. <br />An additional dedication of 15 feet to the County right of way is shown as required by Anoka County. <br />The applicant shall also be aware of intersection sight distance requirements, and that no trees or <br />vegetation may be planted within the County right of way, or at locations that will restrict corner <br />visibility sight lines. This would also include signs, berming, or other surface features. The final <br />Landscaping Plan shall therefore be subject to further review and approval of the City and County as <br />needed. <br />3. For drainage of the site, the Plan utilizes an existing storm sewer and ponding system to the east of the <br />property. Drainage calculations were previously submitted for the December 5 review. Stormwater pond <br />calculations dated May 6, 2004 have also been provided and reviewed. This site was previously <br />reviewed by the Rice Creek Watershed district as part of a much larger developed area that includes the <br />existing property to the east. The proposed site development (high density residential) is consistent with <br />the property use considered in the previous original drainage design for the larger area. The proposed <br />new construction therefore appears to fit and conform with the original submittal. However, approval <br />and/or acknowledgement from the Rice Creek Watershed District will be needed to confirm compliance <br />with the original permit. <br />4. Because the site area exceeds one acre, the development also falls under the new rules requiring an <br />NPDES permit. The applicant shall be responsible for obtaining this permit. This also includes the <br />submittal of a Stormwater Pollution Prevention Plan (SWPPP) to the City in accordance with NPDES <br />requirements. Silt fence and erosion control details are provided on the plans and shall be installed <br />accordingly. <br />5. Per the Survey and Existing Conditions Plan, several buildings including houses, barns, sheds, and a <br />garage all exist on the site. Demolition, removal, and grading of the site will therefore be required. The <br />applicant will be responsible for the complete removal of all buildings, foundations, underground and <br />above ground items, capping of any existing utility connections and wells, and removal of any <br />underground or septic systems that may exist. All debris and unsuitable material must be removed from <br />the site. Any material imported to the site must be approved by the City Engineer. <br />6. Geotechnical information has been provided. The borings and associated report cover a larger area that <br />extends beyond this proposed development. However, the same general comments apply and can be <br />summarized as follows: Additional excavation of fine alluvial silts and replacement with compactable <br />granular material may be required for construction of the buildings and private drives. Groundwater <br />levels may also necessitate dewatering for the utility installations. Any imported topsoil, fill material, or <br />granular materials for roadway and building foundation (material and source) must be approved by the <br />City Engineer. <br />
