• <br />Marshan Townhomes 2nd Addn. <br />page 6 <br />Police Dept. said there have been no problems from their perspective. The Fire Chief <br />also informed me that there have been no problems. Since the existing townhomes used <br />this design, he had no concern. Though the new proposed driveway is even longer than <br />the existing ones, the Aqua Lane and Lake Drive are close enough to provide access in <br />addition to the driveway itself. For future new development, we probably should <br />consider turnaround areas on drives of this length. <br />Guest Parking: The P & Z desired that guest parking spaces be added, even though <br />this would reduce the open space and increase the impervious surface area. The applicant <br />has submitted a drawing showing 18 guest parking stalls added to the plan. This would <br />require spreading the buildings apart in several places and increasing the length of the <br />access drives. The drive /parking areas would still be 10 feet from the new right of way of <br />Lake Drive. The proposed alternative is workable. Grading and landscaping must be <br />adjusted to accommodate the change. A new set of plans that includes this design must <br />be submitted three weeks prior to city council review. <br />Utilities, Stormwater Management: There is no ponding or treatment included in <br />the proposal. The existing stormwater management design for the area accommodates <br />development on this site. However, stormwater treatment must be provided in <br />accordance with the most recent regulatory requirements. This will be reviewed in <br />greater detail as the project progresses. <br />• The Rice Creek Watershed District requires District review for multi -unit development <br />over 2.5 acres. The Watershed District granted preliminary approval on June 23. <br />Some adjustments to utility connections have been reviewed by the City Engineer since <br />the May 5 submittal. <br />Landscaping: The existing townhomes screen this site from the lake, so <br />screening is not an issue as it might be for lakeshore property. The proposed landscaping <br />is adequate. However, several species should be changed according to the Environmental <br />Board's recommendations, as listed in the conditions of approval. In addition, three <br />spruce trees must be moved out of the line of sight for vehicles at the intersection waiting <br />to turn onto Lake Drive. This can be shown on a new landscaping plan prior to city <br />council approval. <br />Lighting: No street or yard lighting is shown on the plans. There is no reason to <br />provide any such lighting. <br />Park Dedication: The applicant has maintained that land dedicated with the larger <br />development included the dedication for most of the current four -acre site. Staff has <br />researched the file for the Marshan condominiums project. The situation is complicated <br />because there is some, but not complete overlap of the two project areas, the original <br />project was not completely built, and the ordinance requirements for park dedication have <br />changed. <br />
