• <br />• <br />Marshan Lake Townhomes Review Page 2 July 9, 2004 <br />City of Lino Lakes, Minnesota <br />Comments are as follows: <br />1. The plans essentially provide for the construction of 23 townhome units, constructed as (10) X 2 -unit <br />buildings and (1) X 3 -unit building, all located between Lake Drive and Aqua Circle, and north of Aqua <br />Lane. Access to 19 of the units would be from two (2) individual shared private driveways extending <br />from Aqua Circle, with the other 4 units accessing directly to Aqua Circle. Under the revised utility <br />plan, utilities (water and sewer) are proposed to be connected to existing services from Aqua Circle. <br />No access to Lake Drive or work within the Lake Drive right -of -way is proposed. <br />2. It is not expected that any construction related permits from Anoka County will be required. However, <br />any side grading into the Anoka County right of way would require a permit. Because the property is <br />adjacent to the County Roadway, the Preliminary and Final plats will require the review of the County. <br />An additional dedication of 15 feet to the County right of way is shown as required by Anoka County. <br />The applicant shall also be aware of intersection sight distance requirements, and that no trees or <br />vegetation may be planted within the County right of way, or at locations that will restrict comer <br />visibility sight lines. This would also include signs, berming, or other surface features. The final <br />Landscaping Plan shall therefore be subject to further review and approval of the City and County as <br />needed. <br />3 For drainage of the site, the Plan utilizes an existing storm sewer and ponding system to the east of the <br />property. Drainage calculations were previously submitted for the December 5 review. Stormwater pond <br />calculations dated May 6, 2004 have also been provided and reviewed. This site was previously <br />reviewed by the Rice Creek Watershed district as part of a much larger developed area that includes the <br />existing property to the east. The proposed site development (high density residential) is consistent with <br />the property use considered in the previous original drainage design for the larger area. The proposed <br />new construction therefore appears to fit and conform with the original submittal. However, approval <br />and/or acknowledgement from the Rice Creek Watershed District will be needed to confirm compliance <br />with the original permit. <br />4. Because the site area exceeds one acre, the development also falls under the new rules requiring an <br />NPDES permit. The applicant shall be responsible for obtaining this permit. This also includes the <br />submittal of a Stormwater Pollution Prevention Plan (SWPPP) to the City in accordance with NPDES <br />requirements. Silt fence and erosion control details are provided on the plans and shall be installed <br />accordingly. <br />5. Per the Survey and Existing Conditions Plan, several buildings including houses, barns, sheds, and a <br />garage all exist on the site. Demolition, removal, and grading of the site will therefore be required. The <br />applicant will be responsible for the complete removal of all buildings, foundations, underground and <br />above ground items, capping of any existing utility connections and wells, and removal of any <br />underground, fuel storage or septic systems that may exist. All debris and unsuitable material must be <br />removed from the site. Any material imported to the site must be approved by the City Engineer. <br />
