• Home Service Delivery Trucks are loaded inside the overhead drive -in doors each <br />day, Sunday — Thursday, between midnight and 6:00 AM. When loaded with <br />product for the next day's delivery, the Home Service Delivery Trucks are parked <br />on the site and plugged in to maintain appropriate refrigeration levels. Home <br />deliveries take place between 7:30 AM and 9:30 PM. The majority of trucks are <br />parked on site over the weekend, with a small number of home deliveries made on <br />Saturday. <br />• Trucks on site are either being unloaded, loaded, refueled or staged for departure <br />on delivery routes. <br />Schwan's is seeking guidance as to compliance with the city's existing ordinance for <br />delivery vehicle parking /exterior storage. <br />Code Analysis <br />Warehousing and distribution facilities are a permitted use in the LI, Light Industrial <br />District and subject to administrative review and approval. However, the exterior parking <br />of delivery trucks has raised the question of whether this should be considered Exterior <br />Storage. While exterior storage is a permitted Conditional Use within the LI, Light <br />Industrial District, certain requirements would preclude exterior storage on the proposed <br />Schwan's site. Specifically the ordinance stipulates that the property cannot abut I -35W <br />or I -35E. <br />Section 1., Subdivision 2.B of the Zoning Ordinance defines Exterior Storage /Storage <br />Yards as follows: <br />An outside area where equipment, vehicles, trailers, or material relating to the <br />principal use of a parcel of land is stored. This includes semi - trucks and trailers. <br />The stored items are not for sale or display but are used in the everyday operation <br />of the principal use. Also referred to as "outdoor storage." Outdoor sales lots are <br />not outdoor storage but are distinct uses regulated by this ordinance. <br />Section 3., Subdivision 4.P.2 of the Zoning Ordinance regarding Exterior Storage in <br />Commercial, Industrial and Public /semi - public Zoning Districts stipulates the <br />following: <br />a. Exterior Storage. Exterior storage shall be governed by the <br />respective zoning district in which such use is located. <br />b. Screening.
