City staff and the environmental board have both asked the applicant to examine the feasibility of <br />moving the septic system from the rear of the property to the front of the property to maximize the separation <br />from the shoreline. The applicant seemed open and willing to examine that possibility, but new plans have not <br />been submitted for review. A utility plan has been submitted for review by the City Engineer, and as can be <br />seen in the attached memorandum there are some outstanding issues. Due to these outstanding issues staff <br />would recommend continuing the public hearing to allow for new plans to be prepared, submitted, and <br />reviewed. <br />Stormwater management <br />A grading and drainage plan has been submitted for review by the City Engineer. As a condition of plan <br />approval, the grading and drainage related modifications and comments as set forth in the City Engineer's <br />memo should to be incorporated into the plans. The plan is subject to review and approval from the Rice Creek <br />Watershed District. City staff has not received anything from the Watershed District on this application. <br />ENVIRONMENTAL BOARD <br />The Environmental Board reviewed the project on October 27, 2004. The recommendations include limitations <br />on site lighting and associated noise; potential relocation of the septic system; conservation easement on the <br />e side of the property; adequate screening of shoreland and adjacent residences; and instituting a rain garden <br />ea for water treatment. A memorandum of the Board's recommendations is attached to this report. These <br />comments are incorporated into this review and will be conditioned or added to the development agreement <br />when appropriate. The board also requested to see the application and staff report again at a future meeting to <br />clarify some of their outstanding issues. <br />OPTIONS <br />1.
