The R -1 (Single Family <br />Residential) zoning district requires that impervious surface coverage not exceed 65 %. <br />Access /Circulation <br />Access to the site is via an entry /exit driveway directly from Lake Drive (C.S.AH. 23). As indicated in the City <br />Engineer's memorandum, approval for this access must be obtained from Anoka County. The comments from <br />Anoka County are attached, and as part of the Anoka County permit process, the applicant will need to satisfy <br />all of the comments. <br />Parking <br />Churches are required to provide parking at a rate of one off - street parking space for every three seats. The <br />submitted lighting plan does not include the security or sign lighting. These items must be included on a <br />revised lighting plan and must meet city requirements of a maximum of four - tenths foot candles on adjacent <br />residential property. The revised lighting plan will also need to meet the one -foot candle limit for adjacent <br />public streets as measured from the right-of-way line. Currently as proposed the lighting htin in front of the <br />p' Y p' p g g <br />proposed building would exceed the standard. These revisions must be submitted to staff for review prior to <br />this item being heard at a City Council meeting. The lighting regulations of the zoning ordinance do not <br />completely address an institutional use such as a church within in a residentially zoned property, as such staff is <br />recommending some conditions for this project that are similar to the code requirements for commercial <br />buildings regarding hours of use. Those conditions require parking lot lighting to be turned off one (1) hour <br />after the last service or meeting, except for approved security lighting; and sign lighting shall be turned off <br />after <br />12:00 AM and sunrise. <br />
