Routing: <br />Date: January 6, 2005 <br />The church members of the New Brighton Kingdom Hall Jehovah's Witnesses are proposing to construct a <br />new worship and meeting facility along the southeast side of Lake Drive (Anoka CSAH 23) and to the north <br />of Second Avenue. This parcel abuts the Rice Lake Wetland and Lake complex on its southeasterly side. <br />The proposed church worship and meeting building will be approximately 4,200 square feet with a drop -off <br />carport. A concrete pavement parking lot capable of handling approximately sixty (60) passenger vehicles is <br />proposed. Water supply (private well) and sanitary sewer (septic tanks /drainfield) systems will be on -site <br />systems as currently no public service is available. <br />The following engineering review is based on the documents as listed below: <br />1. Previous Lino Lakes engineering reviews by Patrick M. Windier, P.E. dated November 1, 2004, and <br />Stephen W. Hartley, P.E. and dated November 4, 2004. <br />2. Cover letter of submitted items from David Knutson of the New Brighton Congregation of Jehovah <br />Witnesses dated December 17, 2004; one page, stamped received in Lino Lakes City offices on <br />December 17, 2004. <br />3. "Wastewater Treatment System - Design #2" by Daniel Weaver of Earth Science Testing and dated <br />November 24, 2004; 14 pages, stamped received in Lino Lakes City offices on December 17, 2004. <br />4. Rice Creek Watershed District permit #04 -150. This is a "Conditional Approval Pending Receipt of <br />Changes" (CAPROC) document from the November 22, 2004, Board Meeting; five pages, stamped <br />received in Lino Lakes City ()tikes on December 17, 2004. <br />5. Two separate easement documents from Pioneer Engineering with no date or signature block, <br />stamped received in Lino Lakes City offices on December 17, 2005 (2 pages). <br />6.
