Engineering Review of New Brighton Page 2 January 6, 2005 <br />Kingdom Hall Jehovah's Witnesses <br />7. "Drainage Computations using HydroCAD" stormwater runoff, routing and ponding computer <br />modeling for 2 -Year, 10 -Year, and 100 -Year design rainfall events as provided by Pioneer <br />Engineering (Rodney Gordon, P.E.) dated October 4, 2004, stamped received in Lino Lakes City <br />offices on December 17, 2004 (19 pages). <br />8. Site Plan Sheets for "New Brighton Kingdome Hall" as provided by Pioneer Engineering and signed <br />by Rodney Gordon, P.E.: <br />a. Drainage Plan (1 plan sheet) dated December 17, 2004. <br />b. Attachment "A" (1 plan sheet) dated December 17, 2004. <br />c. Erosion Control Plan (1 plan sheet) dated December 17, 2004. <br />d. Grading Plan (1 plan sheet) dated December 22, 2004. <br />e. Site Plan (1 plan sheet) dated December 17, 2004. <br />All of the above plan sheets were stamped received at the City of Lino Lakes offices on December 17, 2004, <br />except for the Grading Plan which was stamped received on December 22, 2004. <br />Engineering Review Comments: <br />Easement Issues: <br />• The submitted easements are to be described by their function or type. Show and/or label the <br />easement(s) on the grading, site, drainage, and erosion control plans. <br />• As a minimum, a ten (10) -foot wide easement (D & U) parallel and along the Lake Drive right - <br />of -way will be required. Also, a five (5) foot wide easement will (D & U) along the side lot <br />lines of the parcel will be required. <br />2. Provide the Lino Lakes City Engineer with a copy of the requirements with approvals from the <br />Anoka County Highway Access Permit process for driveway access onto a County road. The City <br />will need to review the Anoka County requirements and may have further requirements. <br />3. Stormwater System Issues: The stormwater drainage calculations are generally the same documents <br />that were previously reviewed as part of a Lino Lakes engineering review(s) from November 1 and 4, <br />2004. In general, the plans with the revised stormwater system do not coincide with the HydroCAD <br />storm modeling report. The flood/peak elevations in the HydroCAD report do not match the pond <br />elevations as shown on the plans. Storm piping is calculated in the HydroCAD model, but none is <br />shown on the plans. That is, the plans and the HydroCAD calculations must be reconciled using the <br />following requirements: <br />a. The drainage divide area map for existing and proposed conditions must be labeled to coincide <br />with the HydroCAD storm modeling calculations for the 2 -Year, 10 -Year, and 100 -Year design <br />rainfall events. <br />411 b. While using NRCS type "A" soils for the pre - development (existing) conditions is acceptable, it <br />is required that NRSC type `B" soils are used for the proposed development conditions. <br />
