It is proposed to extend sanitary sewer and water south from existing facilities at the current <br />termination point at Oakwood Lane. At this location, existing sanitary sewer and water are shown <br />extending south along the west property line to the existing church building. It is proposed to <br />abandon these lines and replace them with lines extending south down the new Oakwood Lane street <br />extension, and then continuing those lines southwesterly and southerly back to the church facility. <br />The new lines would then be extended southeasterly to serve both the existing church and new <br />enabling facility. The utility plan does provide a note for abandoning the existing water and sewer <br />mains no longer needed. However, it does appear that the existing lines may be in locations where <br />new houses or structures will be constructed; particularly at Lots 7, 8, 9 and 10. It is therefore <br />recommended that the existing lines instead be removed rather than abandoned at these locations. <br />Other Comments <br />1. A final landscaping plan shall eventually be submitted. Sight corner visibilities shall be maintained <br />per City requirements as applicable. The applicant has stated that a landscape plan will be provided. <br />2. Approval of the plat, including access from County Road J will be subject to the review and approval <br />of Anoka County. <br />3. The existing church and proposed enabling facility will utilize the same driveway access. A cross <br />access agreement or appropriate legal covenant is recommended. <br />4. The plan provides notes regarding seeding, mulching and turf establishment for disturbed areas. <br />However, the City of Lino Lakes has a specific seed specification for ponding areas and a note <br />referring to City of Lino Lakes seeding specifications shall also be provided on the plan. <br />5. Future needs may require the eventual extension of sanitary sewer and water to County Road J. The <br />drainage and utility easements on Lots 8 and 9 should therefore be adjusted in the Final Plat to <br />accommodate any future extension. This can be accomplished by either continuing the 30 foot <br />easement southerly along the west side of the property (Lot 8) to County Road J, or by providing a 30 <br />foot easement between Lots 8 and 9 (down the shared driveway). <br />6. Long term maintenance responsibilities for the development area, including rain garden and detention <br />areas must be addressed appropriately in an agreement between the Developer and the City. In <br />particular, the ECS Irrigation/Drainage System is a new and unique system within the City, and must <br />be specifically addressed. <br />
