• <br />Growth Management <br />Angie's Acres <br />Page 2 <br />Growth Management, Units/Year: As seen in the table at the end of this report, 165 lots have <br />been approved for year 2005. The recent ordinance amendment to the growth management <br />policy has eliminated the City Council's ability to allow 20% more discretionary lots over the <br />147 -lot maximum per year in the future. However, as was discussed when this ordinance was <br />adopted, the projects that were already in the approval process could still be considered for the <br />remaining 6 discretionary lots for calendar year 2005. <br />MUSA Reserve: The comprehensive plan and the growth management policy establish a <br />specific number of MUSA acres for residential growth for stage one (prior to year 2010). The <br />subject site is already within the current MUSA boundary. <br />Preliminary Plat <br />Lots: The minimum lot size in the R -1 (Single Family Residential) zoning district is 10,800 <br />square feet of upland. The two lots being created by the proposed plat will consist of 23,346 <br />square feet and 14,610 square feet respectively. Lot 1 is sufficient in size to meet the minimum <br />setback requirements for the existing single- family dwelling. The 1,644 square foot outlot will <br />be combined with the property to the south and therefore will not be subject to the minimum lot <br />size requirements of the code. This is being done to accommodate some existing improvements <br />that were done by the southern property owner on the subject property. <br />Streets: No new streets are needed or proposed as a part of the proposed preliminary plat. <br />A new driveway from Elm Street will be needed for Lot 2, which is required to be a minimum of <br />five feet from a side property line. No additional right -of -way is necessary on Elm Street, as it <br />already has the complete 60 feet of right of way needed from centerline. <br />Wetlands: The subject site does not have any existing wetlands. <br />Park / Open Space: The proposal does not include any land dedication for parkland, only a <br />cash dedication will be required. Park dedication fees will be calculated as required by city <br />policy. <br />An existing trail on the south side of Elm Street adjacent to lots 1 and 2 of the proposed <br />preliminary plat will not be affected by the proposed preliminary plat as it lies within the Elm <br />Street right -of -way. This trail will need to be maintained by the property owner during <br />construction as noted in the City Engineer's comments. <br />Utilities: Adequate municipal services exist within the Elm Street right -of -way, and both <br />properties will be required to connect to municipal services. <br />• <br />
