t <br />• <br />• <br />• <br />AGENDA ITEM V.D. <br />STAFF ORIGINATOR: Paul Bengtson <br />P & Z MEETING DATE: February 9, 2005 <br />TOPIC: Conditional Use Permit Amendment <br />Molin Concrete <br />BACKGROUND <br />Molin Concrete proposes two additions to the existing facilities at 415 Lilac Street. One is an <br />outdoor storage bay with an overhead crane, and the other is a 17,500 square foot addition to the <br />precast fabrication area. <br />The Molin property is covered by a conditional use permit for the concrete plant. The northern <br />20 acres is covered by an interim use permit for outdoor storage. This new application does not <br />involve the storage area. The Conditional Use Permit covers the entire site. Building additions <br />such as those proposed in this application require an amendment to the Conditional Use Permit. <br />Under the new zoning ordinance, the site plan review is done administratively. However, a <br />Conditional Use Permit amendment is necessary, and a site plan review is part of the CUP <br />review. Therefore the comments for the Site Plan Review will be included in this report. <br />Because this application involves the CUP amendment, it is appropriate to review the conditions <br />placed on the site through the last CUP amendment in 2003. That City amended the CUP with <br />Resolution 03 -73. <br />ANALYSIS <br />Comprehensive Plan, Land Use and Zoning: <br />The table below identifies the existing land use and zoning as well as guided land uses for the <br />area. <br />
