PUBLIC HEARING for Conditional Use Permit Amendment and Site Plan <br />Review to allow for additions to existing building, Molin Concrete, 415 Lilac <br />Street <br />Chair Rafferty opened the public hearing at 6:59 p.m. <br />Staff stated applicant proposes two additions to the existing facility at 415 Lilac Street. <br />One is an outdoor storage bay with an overhead crane, and the other is a 17,500 square <br />foot addition to the precast fabrication area. <br />Staff indicated applicant's property is covered by a conditional use permit for the <br />concrete plant. The northern 20 acres is covered by an interim use permit for outdoor <br />storage. This new application does not involve the storage area. The Conditional Use <br />Permit covers the entire site. Building additions such as those proposed in the application <br />require an amendment to the Conditional Use Permit. <br />Staff noted under the new zoning ordinance, the site plan review is done administratively. <br />However, a Conditional Use Permit amendment is necessary, and a site plan review is <br />part of the CUP review. <br />Staff stated because this application involves the CUP amendment, it is appropriate to <br />review the conditions placed on the site through the last CUP amendment in 2003. <br />Staff presented their analysis and recommended approval of the Conditional Use Permit <br />Amendment and Site Plan Review subject to the following conditions: <br />1. Issues discussed in the City Engineer review memo must be addressed to his <br />satisfaction. <br />2. Exterior lighting fixtures shall be hooded and directed to reflect light away from <br />neighboring residential properties and right of way. The fixtures must be a 90 <br />degree cut off angle. <br />3. All conditions in Resolution 01 -182 continue to apply. <br />Mr. Hyden asked if a concern over the landscaping should arise, who would bring this <br />concern forward. Mr. Bengston replied if the P &Z felt it was necessary, there could be a <br />condition added, or staff could look at this if there were any concerns brought forward. <br />Mr. Hyden stated he understood it was difficult to get landscaping growing on the berm. <br />He asked if that was no longer a concern. Mr. Bengston replied he understood the <br />landscaping was planted and this was no longer a concern. <br />Chair Rafferty invited anyone for or against this application to make comment. <br />There were no comments made. <br />Chair Rafferty invited applicant to make comment. <br />DRAFT MINUTES <br />• <br />• <br />• <br />
