• <br />• <br />Planning & Zoning Board <br />February 9, 2005 <br />Page 5 <br />Randy Molin, Facilities Manager, stated with respect to landscaping when staff came out <br />in 2003 they were doing some reconstructive planting. He noted they have had success <br />with the plantings on the berm. He indicated they had taken care of the trees on the lot <br />line, but a number of them had died of natural causes. He stated the other trees were <br />looking good and he believed they had done a good job of taking care of the landscaping. <br />He noted the two trees on the berm were 6 foot tall maple trees. He stated there were <br />bushes on the berm also. <br />Chair Rafferty stated he had the opportunity to have a tour of the Molin plant and was <br />impressed with the facilities and appreciated the tour. <br />Mr. Tralle asked if any of the noise levels would be going up. Mr. Molin replied the <br />outdoor cranes have had favorable comments from the neighbors. He indicated the <br />cranes were electric and very quiet. He stated the reason they were adding the third bay <br />was because at busy times during the year they needed to store inventory for upcoming <br />jobs, so they needed to have room for that material. He stated they were not increasing <br />production. <br />Mr. Hyden made a MOTION to close the public hearing at 7:18 p.m. and was supported <br />by Mr. Tralle. Motion carried 5 -0. <br />Mr. Hyden made a MOTION to recommend approval for a Conditional Use Permit <br />Amendment, and Site Plan Review, to allow for additions to existing building, Molin <br />Concrete, 415 Lilac Street and was supported by Mr. Laden. Motion carried 5 -0. <br />E. PUBLIC HEARING for Circle Pines Registered Land Survey for Lots 11 <br />and 12, Block 8, and Lots 9 -14, Block 10, Lexington Park Lakeview <br />Chair Rafferty opened the public hearing at 7:21 p.m. <br />Staff stated the City of Circle Pines wished to acquire a small area of land on the south <br />side of North Road. This area is covered by county road easement for Lake Drive. Over <br />time, the easements in this area became complex. Circle Pines wants to clear up the <br />easement definitions to facilitate their property acquisition efforts. A registered land <br />survey (RLS) is a common means of accomplishing this. The RLS is similar to a plat and <br />must be processed like a plat. The entire area proposed for the RLS is within Lino Lakes, <br />so Lino Lakes must review it. <br />Staff presented their analysis and indicated there were still outstanding issues that called <br />for additional information. Staff recommended opening the public hearing, taking <br />comments, and continuing the public hearing to the March 9 P &Z meeting. <br />Mr. Hyden asked if they needed to find out who the owners are of the tracks. Mr. Smyser <br />replied that was correct that needed to be clarified. <br />Mr. Hyden asked if all of the owners had to be contacted to be made aware of what was <br />going to take place.
