Long term maintenance responsibilities for the pond and infiltration areas must be eventually be <br />clearly assigned in an Agreement between the City and applicant/future property owner. <br />6. An NPDES Phase II permit shall be required. All requirements of the Permit, including the submittal <br />of a Storm Water Pollution Prevention Plan (SWPPP) to the City, shall be completed prior to <br />engaging in grading activities. <br />Utilities <br />1. An internal sanitary sewer main is intended to serve the properties and connect to an existing 6 -inch <br />service at Apollo Drive. The existing 6 -inch PVC connects to an existing 21 -inch trunk main running <br />down Apollo Drive. The existing manhole and service at the property line should be inspected to <br />verify the condition and elevation of the existing facilities, and that sufficient elevation difference <br />above the 21 -inch main exists. This may be critical since the flow directions of the trunk main and <br />the service appear to be in opposite directions. The sewer main itself must be at least 8 -inch diameter <br />in accordance with City standards. <br />2. It is proposed to connect a water main to the existing 12 -inch diameter main on Apollo Drive. No <br />size for the main is shown, and it must be a minimum of 8 -inch diameter. Provisions must be <br />included in the plans for wet tapping to the 12 -inch main and for the connection near the center of <br />Apollo Drive. A permit from the County and establishment of traffic and safety control measures <br />during construction, and repair of the street will be required in accordance with County standards. <br />3. Individual sewer and water services are not shown on the plan. All trenches (including services) shall <br />be backfilled and compacted and meet 100% maximum Standard Proctor Density in the upper 3 -feet <br />from finished road elevation, and 95% maximum Standard Proctor Density below the upper 3 -feet. <br />4. A minimum of two feet of cover over storm sewer pipe is desired. <br />5. Utility easements must be dedicated for the water and sanitary sewer mains extending into the <br />property. <br />6. An extension from the proposed sewer main to the neighboring property (west) may be considered as <br />feasible. <br />Other <br />1. Long term maintenance responsibilities for the development area, including the detention areas must <br />be addressed appropriately in an agreement between the Developer and the City. <br />2. Apollo Drive and Lilac Drive are under the jurisdiction of Anoka County. The plat and site plans <br />will therefore require the review and approval of Anoka County, both for the plat itself and with <br />regards to driveway and site access. It is likely that the County will have comments with regards to <br />right of way dedication and access from Apollo Drive. At a minimum, right of way dedication will <br />
