B <br />• <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: March9�, 2005 <br />TOPIC: Temporary Signage <br />BACKGROUND <br />The P & Z has been discussing the issue of temporary signage since January 2003. The <br />purpose is to prepare an amendment to the sign ordinance to clearly address the issues <br />involved. We have made progress by agreeing on how to regulate portable signs and <br />banners. Several other temporary signage issues still remain before we prepare an <br />ordinance amendment. <br />DISCUSSION <br />Portable Signs and Banners: The P & Z agreed on requirements for portable <br />signs and banners. Those requirements will be incorporated into a sign ordinance <br />amendment. <br />Window Signs: The P & Z agreed that window signs inside the building will not be <br />regulated except that flashing window signs are not to be allowed. <br />Stringers: At the January meeting, we discussed "stringers ", also known as pennants <br />or other names. These are the small flags or garland type devices in long strings. The <br />most common location for these is car lots. I suggest the following definition: <br />Pennants or Stringers: Any lightweight plastic, fabric, or other material, whether <br />or not containing a message of any kind, suspended from a rope, wire, or string, <br />usually in series, designed to move in the wind. <br />The P & Z considered how to regulate these, with three options being offered: <br />1. Pennants are to be regulated with a temporary permit with the same requirements <br />as banners and portable signs for duration and number of occurrences. <br />(Measuring the square footage would be impossible for some strings.) <br />2. Pennants are to be allowed without regulation: they are not significant enough to <br />worry about. <br />• <br />
