TKDA
ENGINEERS • ARCHITECTS • PLANNERS
MEMORANDUM
To: James Studenski, City Engineer Reference: Marshan Meadows
1500 Piper Jaffray Plaza
444 Cedar Street
Saint Paul, MN 55101 -2140
(651) 292-4400
(651) 292-0083 Fax
www.tkda.com
Copies To: City of Lino Lakes, Minnesota
From: Scott A. Brink, P.E.
Date: March 28, 2005
Comm. No. 13265 -002
Routing:
The proposed Marshan Meadows development is located on just over 11 acres of property along the east side
of Lake Drive (CSAH 23) across from newly constructed Marshan Lake Court, and just south of Marshan
Lane. The proposed development provides for the construction of 18 single family residential units.
Previous reviews dated March 2, 2005 and January 4, 2005 have been provided. Recently, the following
additional documents have been received:
1. Full and half -size copies of the revised Preliminary Plan set dated March 3, 2005.
,Executive Summary
•
The revised plans provide additional construction detail that was not provided in the previous submittal.
However, at least some additional construction detail is required, as explained further. Additional comments
from Anoka County and the City have also been received since the previous review.
1. The proposed development shall be subject to the review and approval of Anoka County, including
to, but not limited to the following:
a) The applicant must attain a permit from the County for the proposed street access as shown.
It is expected that the County will require at least some modifications and/or adjustments to
Lake Drive (widening, turn lanes, etc.). These modifications (including construction details)
shall be shown on the plans accordingly.
b) The property may also be subject to any further right of way requirements of the County. The
plan appears to provide for the County's typical requirement of providing 120 feet of right of
way (60 feet each side of centerline) by providing 20 feet of additional dedication. In
addition, it is anticipated that a traffic signal may eventually be needed at the street access
intersection area, and the new street itself.
c) Any work within the County right of way shall require a permit as required by Anoka County.
A temporary cul -de -sac must be provided on the north and south ends of the project. The cul -de -sacs
must also be signed "future street extension" per City requirements.
An Employee Owned Company Promoting Affirmative Action and Equal Opportunity
