Planning & Zoning Board <br />April 13, 2005 <br />Page 10 <br />Mr. Laden stated he did not like this wording and as planning members he wanted the <br />opportunity to review the elevations. <br />Mr. Piette stated the whole idea was that it was impossible to do this process half way <br />and he believed this would delay the development and he encouraged the Board to let <br />them work with the staff on this and not have it come back to the P &Z Board and <br />Council. <br />Mr. Laden stated if these were nice building, it would only take a short time to review <br />and approve it. Mr. Piette stated he would agree with whatever the P &Z Board required, <br />but noted this could delay the development of the site. He reiterated they would meet all <br />of the design standards required whether the Board reviewed each building or not. He <br />noted they had taken into consideration everything that had and will go on within the City <br />and wanted to work with the City to make this a nice development. <br />Mr. Piette stated he would be willing to have one or more Board members be on a <br />committee with staff to work with them on the development as a compromise. <br />Vice Chair Tralle asked if Mr. Laden would be willing to be on this committee. Mr. <br />Laden stated he would but strongly recommended there be two or three members. <br />Vice Chair Tralle asked if the Board would review it or should City staff. Mr. Hyden <br />replied at some point the Board needed to let go and trust City staff will make the right <br />decisions. <br />Mr. Laden asked did staff have the authority to reject the development if it met all of the <br />standards, but it was an "ugly" building. Mr. Bengtson replied if it did not meet the <br />design standards, it could be denied for not meeting those requirements in which case the <br />applicant could go through an appeal process. <br />Mr. Laden stated even if it met the minimum standards, it could not be denied by staff. <br />Mr. Bengtson replied that was correct and if it was not in the standards, they could not <br />enforce something that was not written. <br />Mr. Laden stated he would be open to going either way, either as a Board or as a <br />committee. <br />Vice Chair Tralle noted a committee would not have any more authority than staff. Mr. <br />Laden hoped the developer would be open to suggestions and was willing to work with <br />the City. <br />Mr. Laden suggested this would come before the P &Z Board, but not before City Council <br />and this be done within the timeframe. <br />Vice Chair Tralle noted there have been buildings in the City that have been approved by <br />staff and they were beautiful buildings and asked why this development was different. <br />He indicated he did not believe staff would allow an "ugly" building. <br />DRAFT MINUTES <br />• <br />• <br />• <br />
