Final Plat for Legacy at Woods Edge, Village No. 3, located at the SE <br />intersection of Lake Drive and I -35W <br />Staff stated that the applicant had submitted the final plat for Village No. 3, which <br />encompasses the Legacy at Wood's Edge project area. The submitted plat depicts three <br />lots and five outlots. <br />He indicated the final plat conforms to the preliminary plat layout approved with <br />Resolution 04 -33 by the City Council on March 8, 2004. The title commitment for the <br />property and final plat has been forwarded to the City Attorney for review. <br />As required by the Development Agreement, the village green is being dedicated as <br />public park, and outlot C which includes the wetland area will be deeded over to the City. <br />A trail easement is required on the south side of Lots 1 and 2, but the exact location and <br />size has not yet been determined by the City's consulting engineer for this project. <br />Staff is recommending that the street names be altered prior to the plat being scheduled <br />for the City Council. Particularly, the use of the eastern most segment of Town Center <br />Parkway should be changed to Woods Edge Boulevard, and the existing Woods Edge <br />Boulevard should be changed to Village Drive. Village Green should be eliminated as <br />that section is not a full street but rather the south half of what will be Village Drive <br />divided by the Village Green park which is essentially an enlarged boulevard between <br />two lanes of traffic. <br />Staff was recommending approval subject to the following conditions: <br />1. The eastern most segment of Town Center Parkway must be renamed Woods <br />Edge Boulevard prior to this item being scheduled by the City Council. <br />2. Woods Edge Boulevard must be renamed as an extension of Village Drive prior <br />to this item being scheduled for the City Council. <br />3. Village Green must be renamed as an extension of Village Drive prior to this item <br />being scheduled for the City Council. <br />Chair Rafferty asked if the right angles of the roads being proposed were a benefit or a <br />detriment to this development. Mr. Bengtson replied this did conform to the Master Plan <br />that had been approved and the plans had been reviewed by the Consulting Engineer. <br />Mr. Studenski replied those were the right -of -way areas so it did not imply specifically <br />that the roads would be applied in that way. He stated they would soften the radiuses if <br />necessary, but they felt confident this proposal would work. <br />Mr. Pogalz made a MOTION to recommend approval of the Final Plat for Legacy at <br />Woods Edge, Village No. 3, located at the SE intersection of Lake Drive and I -35W <br />subject to the conditions as noted in staff's May 11, 2005 report and was supported by <br />Mr. Tralle.
