Figure 2, "Concept Site Plan," <br />gives a detailed look at the proposed site. <br />For the purposes of this study, one design year was considered, 2005. Two scenarios were <br />considered, an Existing scenario, or operations as they currently exist, and a Build scenario, or <br />operations with the addition of site - generated traffic. <br />In discussions with Anoka County, four intersections were targeted for study and have been <br />included in the study area: <br />> CSAH 23 and County Road 14 (Main Street) <br />> CSAH 23 and the site access (Street A) <br />> CSAH 23 and the Southbound Interstate 35W (I -35W) Ramps <br />> CSAH 23 and the Northbound I -35W Ramps <br />Existing Conditions <br />The existing conditions of the nearby roadway system were documented by a field inventory <br />conducted by RLK on July 20, 2005. In addition, manual turning movement count data was <br />collected from Anoka County and MnDOT documenting existing AM and PM peak hour traffic <br />volumes at the study area intersections. <br />Since only 2003 turning movement data were available, a growth factor was applied to the data <br />to arrive at assumed 2005 Existing traffic volumes. The growth factor was calculated from <br />MnDOT ADT traffic data collected in the area from year 2000 -2004. Based on review of the <br />MnDOT ADT count data, a 3.0% background growth rate was used. Figure 3 provides an <br />overview of the existing (2005) peak hour traffic volumes at the study area intersections. <br />Anoka County/MnDOT are currently planning to improve the I -35 CSAH 23 interchange. <br />Current plans call for year 2007 construction. Capacity improvements to the interchange have <br />not been considered for this analysis in accordance with choosing 2005 as the design year. <br />Anoka County has no current plans to improve the intersection of CSAH 23 / Cty. Road 14, <br />which currently operates as an all -way stop, through the year 2009. <br />Trip Generation / Distribution / Assignment <br />The number trips to be generated by the proposed development was estimated for the weekday <br />AM and PM peak hours, as well as on a daily basis using the data and methodologies contained <br />in the 7th Edition of Trip Generation, published by the Institute of Transportation Engineers <br />(ITE). To ensure a conservative analysis, no pass -by or shared trip reduction was taken. The <br />estimated number of site - generated trips is summarized in Table 1. <br />RLK- Kuusisto, Ltd.
