• • AGENDA ITEM V.C. STAFF ORIGINATOR: Paul Bengtson P & Z MEETING DATE: September 14, 2005 TOPIC: PUD Amendment — Permissible Uses Hartford Development, Inc. BACKGROUND The Hartford Group has submitted plans for a hotel within the Legacy at Wood's Edge project. The previously adopted Lino Lakes Town Center Design & Development Guide did not include a hotel as one of the permissible uses within Chapter 3.1. A hotel would be a positive addition to the project as it would offer a diversity of uses and additional users for the businesses located within the project. A hotel is an appropriate mix with retail and office, and is considered a permissible use within the GB (General Business) zoning district by the zoning ordinance. GB (General Business) is the standard commercial zoning classification for the city and allows commercial uses similar to what would be allowed within the commercial and mixed use districts of the Legacy project. Staff feels that this omission was not meant to prohibit the use within the Commercial and Mixed Use districts, but rather was just an oversight at the time. In fact the guidelines contain a parking standard for a hotel which would indicate it was a use that was anticipated within the development. Staff has had discussions regarding hotels in the Legacy project as far back as when Calthorpe was still involved in the project. Staff has even had discussions with the City Council at work sessions were the use was proposed and met no specific objections at the time. OPTIONS. 1. Approve the amendment of the Lino Lakes Town Center Design and Development Guide to add Hotel as a permissible use within the Commercial and Mixed Use Districts. 2. Return to staff with direction RECOMMENDATION Staff recommends approving the amendment to the Lino Lakes Town Center Design and Development Guide to add Hotel as a permissible use within the Commercial and Mixed Use Districts.
