• <br />• <br />AGENDA ITEM V.C. <br />STAFF ORIGINATOR: Paul Bengtson <br />P & Z MEETING DATE: September 14, 2005 <br />TOPIC: PUD Amendment — Permissible Uses <br />Hartford Development, Inc. <br />BACKGROUND <br />The Hartford Group has submitted plans for a hotel within the Legacy at Wood's Edge project. <br />The previously adopted Lino Lakes Town Center Design & Development Guide did not include <br />a hotel as one of the permissible uses within Chapter 3.1. <br />A hotel would be a positive addition to the project as it would offer a diversity of uses and <br />additional users for the businesses located within the project. A hotel is an appropriate mix with <br />retail and office, and is considered a permissible use within the GB (General Business) zoning <br />district by the zoning ordinance. GB (General Business) is the standard commercial zoning <br />classification for the city and allows commercial uses similar to what would be allowed within <br />the commercial and mixed use districts of the Legacy project. <br />Staff feels that this omission was not meant to prohibit the use within the Commercial and Mixed <br />Use districts, but rather was just an oversight at the time. In fact the guidelines contain a parking <br />standard for a hotel which would indicate it was a use that was anticipated within the <br />development. Staff has had discussions regarding hotels in the Legacy project as far back as <br />when Calthorpe was still involved in the project. Staff has even had discussions with the City <br />Council at work sessions were the use was proposed and met no specific objections at the time. <br />OPTIONS. <br />1. Approve the amendment of the Lino Lakes Town Center Design and Development Guide <br />to add Hotel as a permissible use within the Commercial and Mixed Use Districts. <br />2. Return to staff with direction <br />RECOMMENDATION <br />Staff recommends approving the amendment to the Lino Lakes Town Center Design and <br />Development Guide to add Hotel as a permissible use within the Commercial and Mixed Use <br />Districts. <br />
