Betty's Pies, page 2 <br />`entry point' for both this restaurant and the building that will be built on the adjacent lot to the east. The <br />•pplicant has been informed by staff that the continuation of the plaza as shown on these plans will need to <br />occur on the adjacent lot, and that the location of the main entrance away from the street right -of -way will not <br />be something that is allowed in other locations within the development. <br />The proposed Betty's Pies building is located in a Commercial Land Use Area and takes up both lot 3 and part <br />of lot 4 in Block A (according to the land use plan of the Lino Lakes Town Center Design & Development <br />Guide). Acceptable Building Type is Commercial with a minimum number of floors for all uses of one and a <br />maximum of 3. <br />The Regulating plan of the development guide includes the required street framework, which is currently under <br />construction as part of the city's improvements in the area. This will include the pedestrian streetscape as part <br />of a future phase of construction. The plan also indicates a build -to line for this portion of that block which will <br />require that the building be close to the edge of the street to create an intimate pedestrian environment. The <br />Regulating Plan does not indicate any `Required Building Entries' on this site, nor any `Gateways'. <br />Allowable Uses <br />The proposed use for this site is a family -style restaurant. The Lino Lakes Town Center Development & <br />Design Guide classifies this use as `Eating Places / Restaurants / Private Clubs and Lodges' and considers it a <br />permissible use within the Commercial District. Outdoor seating may also <br />occur on sidewalks within street rights -of -way, provided that there is a clear passage for pedestrian movement that is at least 6 feet <br />in width. <br />[5] Refer to the diagram on page 20 for guidance on siting drive - throughs. <br />[6] The City may set limits on hours of operation to avoid nuisance issues. <br />The applicant is also proposing to have outdoor seating areas as a part of their business. Restaurants with <br />outdoor seating areas are listed as a Conditional Use within the Commercial District.
