• <br />Recommendations <br />Lino Lakes Environmental Board <br />October 26, 2005 <br />The following recommendations were made at the October 26. 2005 Environmental <br />Board Meeting <br />Preliminary Site Plan Review/YMCA/The Village #3 <br />• Remove trees from the parking lot islands that are over the infiltration tanks. <br />Make these islands depress ional and a part of the infiltration plan. Slope the <br />parking lot to these islands. Plant a Rain Garden- type of landscape in the two <br />depressional islands. <br />• Landscape areas: Infiltration areas should be constructed with low - <br />compaction equipment. All turf areas should be thoroughly tilled after top <br />soil is spread. Verification of this practice should be done by the <br />Environmental Division of the City. It is suggested that escrow dollars be <br />applied form this work. <br />• Change some of the Autumn Blaze maples to Northern Pin Oak. The Pin oaks <br />give the same fall color effects as the Autumn Blaze Maples and are not as <br />sensitive to lack of timely pruning. Short term losses to the Autumn Blaze <br />Maples can be expected if timely pruning is not applied. Substitute White <br />or /and Bur oak for the Fall Gold Ash. Fall Gold Ash has been removed from <br />the City planting list because of massive tree failure. One of the original <br />intents of The Village was to meld development into the existing natural <br />(Regional Park) landscape. Therefore the same tree substitutions of Oaks for <br />Willows should be made. The proposed Scotch and Austrian Pine should be <br />changed to Red pine and White Pine. More trees should be designed along <br />the area to the South bordering the wetlands where trees were lost due to <br />project clearing. These trees could be any combination of native Oak, <br />Hackberry, Green Ash, Cherry and Red Maple. <br />• Under the Planting Notes of the Project Design Sheets, loamy backfill into the <br />planting holes should be avoided. Trees should be backfilled with existing <br />soils. <br />• Turf areas should be tilled as deep as possible into the subsoil after topsoil is <br />spread. Verification of this cultural practice should be done by the <br />Environmental Division of the City. It is suggested that some escrow applied <br />for this work. <br />• The City Native Seed mix should be used in pond and restoration areas south <br />of the trail. Sod areas should be shown on the plan as irrigated. Seed labels <br />must be verified before seeding begins. The developer should hire a <br />landscape contractor knowledgeable in the in installation and maintenance of <br />native plants. A contract with such a company should be submitted to the <br />City for approval. The company should be hired for a minimum of 3 to 5 <br />years. <br />• The YMCA should submit a Tree preservation Plan that identifies all <br />significant trees within 50 feet of the construction area. Significant trees on <br />the perimeter of the project must be protected with a 4 -foot orange snow <br />fence. This fence must be installed before construction begins. <br />
