AGENDA ITEM VI A <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: December 14, 2005 <br />TOPIC: Discussion of Draft 49/J Study <br />BACKGROUND <br />The Study <br />We have been working the past year on a study of the land and infrastructure around the <br />intersection of Hodgson Road (CSAH 49) and County Road J (Ash Street). The goal is a <br />planning document that will be adopted by the City Council as the guide for development <br />of the area. We are providing a draft report to bring the P & Z up to date and to stimulate <br />discussion. This draft is unfinished and in no way should it be considered a final report. <br />We held a neighborhood meeting in March and discussed an initial concept plan. We <br />received good information and comments from the land owners and residents in the area. <br />This input was very important and helped guide revisions to the concept plan, which is <br />not to be considered the final version. The attached draft, unfinished report provides <br />background information and traces the planning process. <br />Staff is not making recommendations for a final plan at this tune. That will come after <br />more discussions with developers, land owners, the P & Z, and City Council. Ultimately, <br />the City will need to make decisions on alignments of and the means of providing water, <br />sanitary sewer, and the internal roads needed for proper access and circulation. <br />Municipal water and sanitary sewer are Lino Lakes issues exclusively. However, the <br />roadway system is not. While it is up to the City to provide internal roads, Hodgson and <br />CR J are county roads. Because CR J is the border of Anoka and Ramsey Counties, it is <br />managed jointly by the two counties. We are working with the counties and the City of <br />Shoreview for solutions to the transportation infrastructure issues. We have prepared a <br />traffic study for the area but have not yet discussed it with the other players. <br />The draft 49/J report is written in a straightforward format intended to provide the <br />important information efficiently. Additional information will be added and revisions <br />made as needed. This is a work in progress. Additional information is coming in daily. <br />Throughout the process new information often has required serious rethinking of what <br />seemed earlier to be the best course of action on a particular issue. <br />• <br />
