PUBLIC HEARING for a Conditional Use Permit to allow an automobile and truck repair facility, Pomp's Tire, to be located at 7385 Apollo Court Staff stated applicant had requested approval of a Conditional Use Permit to allow an Auto Repair Facility and Site and Building Plan Review for a 30,870 square foot tire warehouse /installation facility at 7385 Apollo Court. Staff presented their analysis and recommended approval subject to the following conditions: 1. A performance agreement must be executed between the developer and the City prior to issuance of building permits. 2. Issues discussed in the City Engineer review memo must be addressed to his satisfaction. 3. All lighting fixtures must be shoebox, downcast fixtures in accordance with the requirements of Subdivision 4, Section F of the zoning ordinance. 4. The trash enclosure must be relocated, properly screened, and constructed of complementary materials as required by Section 8, Subdivision 1. 5. A revised landscape plan must be submitted by the applicant depicting conformance with the buffer requirements of Section 8, Subdivision 1. This revised landscape plan must also address all of the comments of the environmental board and must be submitted prior to the City Council review of the project. 6. A revised site plan depicting the full right -of -way width for Apollo Drive must be submitted by the applicant. This must be submitted prior to the City Council review of the project. 7. The entire length of Apollo Court must be completed to full City standards prior to the project receiving a Certificate of Occupancy. 8. A revised building elevation depicting a cornice element of appropriate scale and constructed of durable materials must be submitted by the applicant prior to the City Council review of the project. 9. All landscaped and planted areas, including any bean plantings, must be irrigated. Mr. Rafferty arrived at 6:46 p.m. Chair Rafferty expressed concern with the elevation of the building. He noted the neighboring properties had more in their elevations and he was looking for more elevation on this building as well. He stated he wanted something put in that would fit into the area. He indicated this was a nice building, but he believed it could go farther than what they had so far.
